Serving on Governor Cuomo’s Medicaid Redesign Task Force

On January 5, 2011, Governor Cuomo issued an executive order creating the Medicaid Redesign Team.  New York’s Medicaid program provides health insurance coverage to almost one in four New Yorkers, and costs over $52 billion per year.  The Medicaid Redesign Team is charged with conducting a comprehensive review of the State’s Medicaid program; making recommendations to the Governor by March 1, 2011 on potential Medicaid spending reductions in the State’s Fiscal Year 2011-12 budget; and issuing a final report at the end of Fiscal Year 2011-2012 on additional short-term reforms and systemic changes to improve quality of care at lower cost.

Raising Awareness on World AIDS Day

Every December 1 since 1988, World AIDS Day has been observed around the globe.  As New York State’s only openly-HIV-positive State legislator, and as the representative of a district that has one of the highest rates of known HIV infections in the country, HIV/AIDS is, for me, a daily concern.  However, I recognize the importance of World AIDS Day in helping to bring the HIV/AIDS pandemic – and what each individual can do to bring an end to it – into focus for the wider public.

WORLD AIDS DAY: LEARN ABOUT HIV/AIDS AND GET TESTED

On Decemeber 1st , countries across the globe will celebrate World AIDS Day, honoring those who have fallen to HIV/AIDS, and in doing so use the day to increase awareness of the rising infection rates and what can be done to stop this trend. In recognition of World AIDS Day, Senator Andrea Stewart-Cousins is urging people to increase their own awareness of HIV/AIDS and also get themselves tested.

Breast Cancer Awareness Month

October is Breast Cancer Awareness Month, an ideal time to remind women to get mammograms.  It is also a perfect time to highlight a valuable resource available in New York – the Adelphi New York Statewide Breast Cancer Hotline and Support Program. Breast cancer is the most common cancer in women in the United States, aside from skin cancer. According to the American Cancer Society (ACS), an estimated 207,090 new cases of invasive breast cancer are expected to be diagnosed among women in the United States this year. An estimated 39,840 women are expected to die from the disease in 2010 alone. Today, there are about 2.5 million breast cancer survivors living in the United States.

Facts About Asthma

As the summer months begin to fade away and the back to school season approaches, many children will be ramping up their level of physical activity.  Some may be returning to sports or joining an athletic team for the first time while others may be looking forward to physical education class or simply rejoining their friends on the school playground.  No matter how intense the participation, as youngsters get back into the swing of things, it is important to watch for signs for the chronic condition of asthma.

Public Officials Join Actor Mark Ruffalo, Residents & Advocates to UrgeMoratorium on Gas Drilling Which Could Pollute NYC’s Drinking Water

Gas drilling in New York could contaminate the drinking water of more than 12 million NYC-area residents. Putting public safety over the interests of gas companies, the Senate Democratic Majority has passed legislation mandating a temporary moratorium on gas drilling (“hydro-fracking”) to ensure adequate time to research safety measures and regulations.

Standing Up for Women's Reproductive Rights

Recently, I sent an open letter to President Obama expressing my concern over abortion restrictions to the high-risk insurance pools established through the Patient Protection and Affordable Health Care Act.

When the Patient Protection and Affordable Health Care Act (PPAHC) was passed, I felt that we, as a nation, were establishing the beginning of a caring, and needed, response to a serious abuse inherent to the health insurance delivery system. But, the recent announcement applicable to this Act by the Obama administration, prohibiting abortions excepting cases of rape, incest and life endangerment to the mother, carves out a legal medical procedure that has serious implications for a population that is already medically compromised.

The Senate Democratic Majority has passed both the Education, Labor and Family Assistance (ELFA: S6603/S6607) and the Health and Human Services (HHS: S6604/A6608) budget bills which:

Protects our children’s education.
Provides much-needed property tax relief.
Makes the smart spending cuts to give New Yorkers a government they can afford.
Maintains the state’s investment in the Tuition Assistance Program which helps tens of thousands of students succeed in college annually.
Ensures support for unemployed New Yorkers who are seeking work as a result of the national economic downturn.
Delivers the services and programs most important to the health and well being of our seniors and New Yorkers with disabilities.
