Administrative Regulations Review Commission (ARRC) Updates

Senator Carlucci had an extremely productive first year as Chairman of the Senate's Administrative Regulations Review Commission (ARRC).  The freshman Senator's efforts culminated with Governor Andrew Cuomo signing into law two regulatory reform measures Senator Carlucci championed through the New York State Legislature.

Governor Andrew Cuomo’s Administration, in its quest to relieve businesses and local governments of burdensome administrative mandates, contacted Senator David Carlucci, Chairman of the New York State Senate’s Administrative Regulations Review Commission (ARRC) for some hard-to-find information concerning the state’s regulatory review history. The request was part of a large mandate relief effort being undertaken by the Governor’s Mandate Relief Design Team. The Albany-Times Union recently reported that many members of the Mandate Relief Design Team were surprised to learn about a 2001 Senate majority law that allows localities to petition state agencies for alternatives to expensive regulatory mandates.

Burdensome Regulations on Child Performers

 (Albany, NY) New York State Senator David Carlucci (D-Rockland), Chairman of the Senate’s Administrative Regulations Review Commission (ARRC), today announced his concern that New York could place thousands of acting, film, production and theater jobs in danger if a newly proposed Department of Labor (DOL) rule is enacted into law.  Senator Carlucci sent a letter yesterday to Commissioner Colleen C. Gardner at the Department of Labor outlining these concerns. 

Gas exploration companies have set their sights on the Marcellus Shale region of New York State for purposes of obtaining millions of cubic feet of natural gas.  New York City officials and residents are concerned the process of drilling for natural gas in the Marcellus Shale will pollute the New York City watershed which is located nearby.  Senator John L. Sampson instructed staff at the Administrative Regulations Review Commission to review the Department of Environmental Conservation’s (DEC) efforts to promulgate new regulations dealing with Marcellus Shale drilling.
