Select Committee receives staff report on modernizing New York State's telecommunications taxes

The Select Committee on Budget and Tax Reform on Thursday received a staff report on modernizing New York State's telecommunications taxes.

The report, which is based on oral and written statements from the Select Committee's August 12 roundtable, notes how New York State’s telecommunications tax system is long overdue for an upgrade. The last time it received a major overhaul was nearly 15 years ago — after an appellate court ruled that the state’s Utilities Tax discriminated against interstate and foreign commerce.

Testimony from Aug. 12 roundtable on modernizing New York State's telecommunications taxes

On Aug. 12, 2009, the Select Committee on Budget and Tax Reform held a roundtable in Albany on modernizing New York State's telecommunications taxes. The Select Committee discussed this issue with nine telecommunications tax policy experts from around the country.

Public Hearing: Roundtable on modernizing New York States telecommunications taxes

Technological advances in the telecommunications industry continue to outpace New York State’s attempts to tax service providers in an equitable way. New media is emerging and broadening its base at a rapid pace, and traditional media is just as quickly expanding its service portfolio. The state’s telecom taxes, like the industry to which they apply, have evolved.

Testimony from May 21 public hearing on business and banking tax reform

On May 21, 2009, the Select Committee on Budget and Tax Reform held a public hearing in New York City to evaluate the equitability of New York State's business and banking tax structures and their effectiveness to foster economic growth statewide. The Select Committee heard oral testimony from 10 experts and collected written testimony from several other interested parties.
