Local officials, who gathered to show support for the effort with a meal at DoppioSenso Wednesday, said that, while the MTA has gotten better at minimizing its impact on the neighborhood, residents and businesses are still suffering.

SALAND’S PLAN TO ELIMINATE THE MTA PAYROLL TAX AND INCREASES ON MOTOR VEHICLE REGISTRATION FEES

MTA’s spending to be capped: Stop them in their tracks

Senator Steve Saland (R,I,C – Poughkeepsie) introduced legislation this week to eliminate the MTA payroll tax, roll back the supplemental registration and license fees on motor vehicles and reduce scheduled MTA fare increases.

In 2009, Saland and his Senate Republican colleagues railed against the MTA bail-out plan that imposed a job-killing payroll tax on employers in the MTA region and increased motor vehicle license and registration fees. Vowing to right the wrong supported by the previous State Democrat leadership, the Senate Republicans successfully fought to reduce the payroll tax on 80% of businesses and all schools and libraries.

Senate Passes Bill That Extends Time to Use Train Tickets and Eliminates Refund Charges

Common sense legislation, sponsored by Senator Jack M. Martins, to repeal a processing fee for customers to refund unused Long Island Railroad tickets received wide bi-partisan support as it passed the Senate unanimously Tuesday by a 60-0 vote.

Currently, a customer who purchases a LIRR ticket and doesn’t use it has to pay a $10 processing fee just to receive a refund. In many cases, the refund costs more than the ticket itself. In addition, the current policy gives customers only 14 days to use a ticket or 30 days to seek a refund. Senator Martins’ bill (S.3778D) eliminates the $10 processing fee to return an unused ticket and gives customers a full six months after the purchase date to either use the ticket or receive a full refund.

Legislation Would Require MTA to Give Customers Full Refunds on Unused One-Way and Round-Trip LIRR Tickets

     Senator Charles J. Fuschillo, Jr. (R-Merrick) announced that the New York State Senate recently passed legislation he cosponsors to repeal the MTA’s refund fee on one-way and round-trip LIRR tickets.

     “Charging riders a ticket refund fee that is often more expensive than the ticket itself is totally unreasonable. This legislation would put a stop to this unfair policy and require the MTA to do the right thing by its customers,” said Senator Fuschillo, Chairman of the Senate’s Transportation Committee.

MTA Staten Island Railway (SIR) to rehabilitate Armstrong Avenue Bridge May 11-13, 2012

Please be advised that MTA Staten Island Railway (SIR) will be rehabilitating the Armstrong Avenue Bridge during the weekend of May  11-13, 2012.

The rehabilitation of the Armstrong Avenue Bridge includes the repair and painting of steel members, abutment walls, waterproofing of the bridge deck including removal and replacement of tracks.  MTA NYCT/SIR is undertaking the rehabilitation of the bridge as part of a $21M project to rehabilitate eight bridges along SIR.

Signs of Progress

Hold on to your hats. I’m going to do something I rarely do and for which I may not have another opportunity for a long time: compliment the MTA, and in particular thank the Long Island Railroad. Usually when I write about them, it’s to bring to light some egregiously wasteful practice or poor decision that further burdens taxpayers or riders. To be sure, there’s still plenty of that devil-may-care attitude there to fuel columns well into the next decade but by the same token, it’s only fair that I point out when the MTA makes progress.

For years we've pushed to put 370 Jay to use, and, since last fall, we've urged an agreement that would allow NYU and NYU-Poly to build a Center for Urban Science and Progress in the space. 

Now, by bringing a world-class institute to Brooklyn, we'll be able to bring Brooklyn's dynamic talent and vibrant tech scene to the world. And by finally putting the nearly-abandoned 370 Jay to use, Downtown Brooklyn will take another huge step forward.

The Signs of Spring

As sure as the swallows return to Capistrano, you know it must be spring in New York City when the mayoral candidates declare war on the suburbs. No sooner did we repeal the onerous MTA payroll tax than candidate, Manhattan Borough President Scott Stringer, trotted out his plan for a new and improved commuter tax. I know, I know, it’s not really new. Multiple candidates in every mayoral race suggest it, but Mr. Stringer gets the prize for being the first this year. It’s a sharp political move for them when you think about it: advocate for a tax on those who can’t vote for (or against) you anyway.

State Passes Fiscally Responsible Budget That Respects Taxpayers

Budget Comes Early, Controls Spending and Holds The Line On Taxes

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”

Budget Update From State Senator David J. Valesky

The New York State Legislature has completed passage of an on-time budget for the second year in a row. Though it was another challenging budget, requiring the closure of a $3.5 billion deficit, we were able to balance the budget without tax increases or fiscal gimmickry. In addition, overall spending was reduced for the second straight year, the frist time this has happened in at least three decades.

Governor Cuomo released the following announcement on March 27, 2012:

The Budget continues the Governor’s commitment to fiscal responsibility while creating jobs and strengthening communities across the state. It closes a multi-billion dollar deficit with no new taxes, fees or gimmicks, limits spending growth to two percent or below for the second year in a row, and launches the New York Works Task Force to invest billions of dollars to rebuild the state's roads, bridges, parks, and other infrastructure and create tens of thousands of jobs.

SENATE PASSES 2012-13 BUDGET RESOLUTION

Gallivan: “Senate Plan Cuts Taxes, Reforms Medicaid, Protects Seniors and Schools.”

The New York State Senate voted to approve its 2012-13 Senate Budget resolution, continuing its focus on state spending, job creation, and structural reform to government.

The Senate budget, at just under $132.5 billion, keeps the total state spending increase below two percent, and spends less than the Executive Budget. The budget closes a $2 billion budget deficit and builds on last year’s successes in putting the state’s fiscal house in order.

Nanuet, NY (February 23, 2012) – Senator David Carlucci (D-Rockland/Orange) today joined with Rockland County public library directors, Rockland County Legislator Harriet Cornell, and Assemblyman Kenneth Zebrowski to call for exempting all public libraries and library systems from paying the MTA payroll tax in New York State.
