Senator Owen H. Johnson Cosponsored Legislation Imposing Jail Time On Multiple DWI Offenders: Measure Makes Incarceration Mandatory for Persons who Commit Second DWI Offense

Senator Owen H. Johnson cosponsored legislation that imposes mandatory jail time for individuals who drive under the influence of drugs or alcohol after having been previously convicted of such a crime. The bill (S.2597) passed the New York State Senate unanimously and is intended to increase the penalties for multiple DWI offenders.“Repeat DWI offenders are going to jail,” Senator Johnson said.  “ I have zero tolerance for those who repeatedly choose to put innocent lives at risk on our highways.  Our current DWI laws are weak, sometimes imposing a fine or allowing for community service.  Mandatory jail time would make DWI offenders think twice before driving drunk again.” Under the measure:

Senate Passes Interstate Compact For Juveniles

Agreement Will Formalize Procedures For Dealings With Youthful Offenders

The New York State Senate passed legislation (S.2551A) this week introduced by Senator Patrick M. Gallivan (R,C,I – 59th District), that would make New York State a full member to The Interstate Compact For Juveniles. The Compact is a legal contract between all 50 states, establishing formal procedures to facilitate the return of runaways, and a uniform system to manage juvenile offenders residing in other states.

Senate Passes Boater Safety Bill

The New York State Senate today passed an important bill that  requires all individuals, regardless of age, who have been found guilty of operating a boat after consuming alcohol to take a boating safety course before they can operate a boat again. With peak boating season soon approaching, bill S.2903B, sponsored by Senator John DeFrancisco (R-C-I, Syracuse), helps prevent accidents stemming from individuals who are guilty of boating while intoxicated.

Bill Allows Innovation, New Products, New Jobs In Food, Wine Industry

State Senator Patty Ritchie’s bill (S4054) to allow the sale of wine flavored frozen desserts in New York State passed the Senate.

“With record unemployment, New York State needs to encourage innovation in its wine industry and commercial food industries to make it easier for companies to create new products using what's already produced on New York’s farms,” Senator Ritchie said. “As the chair of the Senate’s Agriculture Committee, I felt it was vital to help encourage food manufacturers to use wine as an ingredient in more desserts like sorbets to help create new products, new businesses and new jobs both on farms, at wineries and in our manufacturing plants.”

Senate Aims to Strengthen Passenger/Highway Safety, Passes “Abigail’s Law”

Senator Adams: Bill Strengthens Penalties Against Intoxicated Supervising Drivers

(Brooklyn, NY) – Senator Eric Adams (D-20) has announced that the New York State Senate has passed legislation aiming to increase safety for passengers and motorists across the state, by significantly strengthening the penalties against supervising drivers who are intoxicated at the time the vehicle their designee – often a teen driver – is in an accident.

Under this bill, supervising drivers under influence of alcohol and/or drugs may be charged with a class A misdemeanor or a class E felony in an aggravated case. Supervising drivers are defined as drivers supervising drivers with junior licenses and learner’s permits.
