Agreement Will Formalize Procedures For Dealings With Youthful Offenders

The New York State Senate passed legislation (S.2551A) this week introduced by Senator Patrick M. Gallivan (R,C,I – 59th District), that would make New York State a full member to The Interstate Compact For Juveniles. The Compact is a legal contract between all 50 states, establishing formal procedures to facilitate the return of runaways, and a uniform system to manage juvenile offenders residing in other states.

Queens, NY, April 5, 2011 – Responding to last month’s gang-related murder in his district of a young man by five teens now charged with manslaughter, who also are being investigated by the NYPD for hate crimes, NYS Senator Joseph P. Addabbo, Jr. (D-Queens), a member of the Senate’s Education Committee, is co-sponsoring a bill (S.269), which would raise awareness about hate crimes through curriculum in the schools. Addabbo supported this bill in the Education Committee and the bill has been sent to the full Senate for a vote.  

With shocking new video evidence revealing continued violence in New York’s juvenile centers, state lawmakers are calling on Governor Cuomo to fire Office of Children and Family Services Commissioner (OCFS) Gladys Carrion, according to Senator Catharine Young (R,I,C – Olean). Security video footage, unveiled by former state Commission of Correction’s employee Eileen Carpenter at a recent press conference in Albany, showed graphic images of residents violently assaulting each other and staff in the state’s four juvenile secure centers.

Griffo-Sponsored Harsher Penalty Bill for Child Sex-Abusers Passes Senate

 (Albany) – State Senator Joseph A. Griffo (R-C-IP, Rome) reported that the New York State Senate today passed legislation to strengthen the penalties for those adults who are convicted of the sexual abuse of a child.

Senate bill 1882 amends current criminal provisions to allow for a person to be found guilty of sexual abuse in the 1st degree when the abuser is at least twenty-one years old and the victim is less than thirteen years old.
