State Passes Fiscally Responsible Budget That Respects Taxpayers

Budget Comes Early, Controls Spending and Holds The Line On Taxes

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”

Governor Cuomo and Legislative Leaders Announce Agreement on 2012-13 State Budget

Governor Cuomo released the following announcement on March 27, 2012:

The Budget continues the Governor’s commitment to fiscal responsibility while creating jobs and strengthening communities across the state. It closes a multi-billion dollar deficit with no new taxes, fees or gimmicks, limits spending growth to two percent or below for the second year in a row, and launches the New York Works Task Force to invest billions of dollars to rebuild the state's roads, bridges, parks, and other infrastructure and create tens of thousands of jobs.

SENATE PASSES 2012-13 BUDGET RESOLUTION

Gallivan: “Senate Plan Cuts Taxes, Reforms Medicaid, Protects Seniors and Schools.”

The New York State Senate voted to approve its 2012-13 Senate Budget resolution, continuing its focus on state spending, job creation, and structural reform to government.

The Senate budget, at just under $132.5 billion, keeps the total state spending increase below two percent, and spends less than the Executive Budget. The budget closes a $2 billion budget deficit and builds on last year’s successes in putting the state’s fiscal house in order.

Senator Montgomery Announces NYSABPRL's 41st Annual Legislative Conference Workshop & Event Schedule

The 41st Annual Legislative Conference of the NYS Association of Black and Puerto Rican Legislators will convene on Friday, February 17th and conclude on Sunday, February 19th, 2012. The theme of this year’s conference is “Open Doors to Employment, Opens Doors to Empowerment."

U.S. treasurer extols lending

The Times Ledger wrote about U.S. Treasurer Rios' visit to Astoria to note the impact of the initiatives the Obama administration is taking towards the nation's economic recovery. Senator Gianaris commended the usage of the local bank's federal grant to support the small businesses in Queens.

U.S. Treasurer Rosa “Rosie” Gumataotao Rios and U.S. Rep. Joseph Crowley (D-Jackson Heights) visited Astoria’s Alma Bank to tout a $19 million grant the bank received from the federal government to lend to small businesses near its locations throughout the city and in New Jersey.

“We’re pleased to see Alma Bank putting that capital to work right here in Queens,” Rios said.

U.S. treasurer touts small biz Qns. loans

The Queens Chronicle wrote on the recent visit of Treasurer Rosie Rios as she praised an Astoria bank as an example of Obama's initiatives to help small businesses, as part of a larger plan to recover the nation's economy. Senator Gianaris spoke about how the SBL fund could have a major impact on the Queens community that is largely comprised of immigrants, but that the state itself is not strong enough to offer a program as such on its own.

The treasurer of the United States was on hand at an Astoria bank on Monday, touting it as a prime example of an Obama administration initiative to help small business.

SENATOR MONTGOMERY HONORS LIFETIME ACHIEVEMENT AWARD RECIPIENT DOROTHY BURNHAM, A BROOKLYN “RENAISSANCE WOMAN”

The lifetime achievements of Brooklyn native Dorothy Burnham were recognized and lauded by NYS Senator Velmanette Montgomery (D-Brooklyn) during the reading of a Senate resolution, which was unanimously passed by the full Senate during the final days of the 2011 Legislative Session. The resolution paid tribute to Dorothy Burnham’s many notable contributions to our public education system, the advancement of civil rights, and to the promotion of racial and economic equality. Ms. Burnham was also honored for her designation as recipient of the Lifetime Achievement Award by the New York Friends of the People's World. “Dorothy Burnham is a Renaissance Woman,” said Senator Montgomery.

Legislation Sponsored by Senator Dilan Aims to Get State-Funded Capital Projects and Jobs Back on Track

A measure to assure that New York’s contractual obligations to the thousands of construction crews toiling on road and bridge sites statewide are met, has been proposed by Senator Martin Malavé Dilan (D-Brooklyn).

S.7686 authorizes the continued payment of capital construction contracts. Under this legislation all capital contracts will be binding liabilities, and will be required to be honored.

Sen. Foley is Joined by Community Leaders in an Effort to Increase Participation in 2010 Census

Civic leaders and activists from local communities in Suffolk County joined Senator Brian X. Foley (D – Blue Point) as he called for increased participation in the U.S Census. The 2010 Census awareness event, which took place at the Brentwood Public Library, was centered around relaying the importance of Census participation and giving community members the tools necessary to educate their friends, family, and neighbors about the Census.

Bushwick Houses Among NYC Housing Projects to Receive Federal Funding Under Passage of Senate Bill

The New York State Senate recently passed legislation that will allow for New York City Housing Authority owned developments, such as Bushwick Houses, to fall under federal oversight and qualify for much-needed funding.

For more than a decade,  21 NYCHA developments have received no funding from the City and State of New York. Pending additional budget cuts in the proposed 2010–11 state budget, NYCHA stood to face an unprecedented $88 million operational budget shortfall.

I am hoping to hear the President talk tonight about supporting our middle-class; people are struggling and the government has an obligation to focus on putting people back to work and helping families make ends meet. I’d also like to hear him present a strategy for creating good-paying jobs, and express a commitment to working with us to bring jobs to New York.
