Legislative Notebook: State Initiatives of Interest to Veterans

Here is a partial listing of bills I have supported this session to aid New York’s former servicemen and servicewomen. These initiatives will now go to Governor Cuomo for final action.

-- Legislation I co-sponsored was passed by both houses (S.7839, first introduced as S.4714)) to extend the Military Service Credit Law of 2000 to all veterans who have served in the military. Right now, public employees who served in the armed forces may purchase up to three years of pension credit only if their military service occurred during specified conflicts. This measure will expand this opportunity to public employee veterans who also served their country in peacetime.

Griffo Calls On Feds For Freeze Funding Fix

ALBANY – Sen. Joseph A. Griffo called on the federal government to help New York fix its aging infrastructure after years of underfunding and this past winter’s extreme conditions.

“The Times-Union recently declared this ‘the worst winter in years for potholes and general road decay’ – and I couldn’t agree more,” said Griffo, R-Rome. “It’s simple ‘frozenomics.’ Local governments maintain roads that sustain more than 63 billion miles of travel. Governments at all levels have underfunded the upkeep of those roads. Now motorists are paying for it.”

Senate Passes Bill to Prevent Welfare Cards from Buying Tobacco, Alcohol, and Being Used at Liquor Stores, Casinos and Strip Clubs

The New York Senate today passed the “Public Assistance Integrity Act,” sponsored by Senator Tom Libous, which would prohibit welfare benefits from being used to purchase alcohol and tobacco, or to be used at liquor stores, casinos and strip clubs in New York.

 “Public Assistance should not be spent at liquor stores, casinos or strip clubs, but under New York State Law, it’s legal. We need to stop this abuse,” said Libous. “Every welfare dollar spent at the liquor store is money that could be going to help families get back on their feet.”

Parts of Libous’ Public Assistance Integrity Act were also added to Governor Cuomo’s Executive Budget Proposal. The provisions added would make it illegal to use EBT Cards at liquor stores, strip clubs and casinos.

CAPITAL: New York’s forgotten high-speed rail study

On Tuesday, following months of delays, the Federal Railroad Administration quietly posted to its website a New York State study study outlining five different options for "high speed rail" connecting New York City to Niagara Falls.

The study was supposed to have been released in June, after it was reviewed by the federal government, and as recently as this morning, New York State's transportation commissioner was apparently still unaware that the review was complete.

Griffo: Time is Running Out to Cure E.B.T. Abuse

UTICA – Sen. Joseph A. Griffo today called on the state Assembly to support legislation that would prevent New Yorkers from using public-assistance funds on alcohol, tobacco, gambling or strippers.“New York has just 30 days left to prove it has tried to curtail E.B.T. debit card fraud and abuse, or lose out on $120 million in federal funding for needy families,” said Griffo, R-Rome. “It’s important that we pass this legislation now, so that those on public assistance who play by the rules aren’t hurt.”Media reports and public documents have proved that E.B.T.

9/11 Museum Should Be Free

UTICA – Sen. Joseph A. Griffo today criticized the Sept. 11 Memorial’s board of trustees for charging $24 to visit their newly erected museum.

“The Sept. 11 memorial and museum will be a place to honor the nearly 3,000 victims who lost their lives in the World Trade Center attacks and educate visitors on the impact this tragic event had on our city, our country and the world,” said Griffo. “I believe it’s important that everyone who wants to see the museum have an opportunity to do so.”

MASTIC BEACH—In a letter to federal elected officials representing Mastic Beach, Senator Lee M. Zeldin (R,C,I- Shirley) joined other local elected officials today to ask for a project to be expedited to replenish sand dunes on Fire Island just south of the Village of Mastic Beach which were wiped away by Super Storm Sandy.
