Issues: Federal Programs

Statement from Senator José M. Serrano Re: Activation of Secure Communities

"I am extremely troubled with the federal government's decision to move forward with the flawed Secure Communities program- a program in which the State of New York clearly stated it did not wish to participate."

"Nearly a year ago, I led a sign-on letter to which fifty of my colleagues in the legislature signed on, urging Governor Cuomo to terminate the S-Comm memorandum of agreement with ICE. In June, the Governor took a critical step to protect our state by choosing to withdraw New York's participation in a program that will lead to racial profiling and the under reporting of crimes, and which places an additional burden on our already stretched local police departments.

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”

Fifty-four Assembly members and senators have signed on to a letter circulated by the Bipartisan Pro Choice Legislative Caucus urging the Obama administration to interpret the health care reform law such that state-level health care exchanges include all family planning essential community providers in their networks.

The letter to Health and Human Services Secretary Kathleen Sebelius and Donald Berwick, administrator of the federal Centers for Medicare & Medicaid Services, notes wait times increased most significantly – up to 70 days in the Boston area – for women’s health care providers when Massachusetts implemented its version of health care reform. “After working for years to convert the masses in Albany, a property tax cap is finally in place,” said Senator Seward.  “The cap is a major milestone but it needs to be linked to substantial mandate relief for local governments – a step we can take by exorcising the biggest mandate demon – Medicaid.”
