Senate Passes Term Limits for State Legislative Leadership

The New York State Senate today passed legislation that would set into law eight-year term limits for leadership positions in the Senate and Assembly. The measure (S2722B), sponsored by Senator Joseph A. Griffo (R-C-I, Rome), is consistent with what is already in place in Senate rules and also limits the number of consecutive years a legislator can serve as a committee chair or party leader.

IDC still powerful in the Senate: Avella

When state Sen. Tony Avella (D-Bayside) first joined the Independent Democratic Conference, a group of rogue Democrats in the state Senate, he praised the group for its ability to overcome partisan lines and get things done.

Now that Republicans have the majority in the upper chamber of the state Senate, he concedes “the jury might still be out” on whether the IDC remains relevant.

But he insists that the group is still relevant, saying that it continues to have a working relationship with the Republican conference and still has influence.

The downfall of State Assembly Speaker Sheldon Silver has led to a call for new reforms in state government, a campaign that could lead to a budget impasse. As Bill Carey reports, lawmakers believe they can avoid a budget stalemate by reaching a deal with the governor before the April 1 deadline.

Governor Andrew Cuomo has been on the road to warn that timely budgets are less important than a trustworthy government in Albany.

City of Niagara Falls Left Out of County Casino Revenue Equation; Ortt Says State Law Pertains to All Municipalities

A dozen organizations throughout Niagara County received a portion of casino revenue Tuesday night. The Niagara County Legislature decided that money will be used for community development projects. The City of Niagara Falls, however, was left out of the equation, because it already receives funds from the Seneca Niagara Casino. Senator Robert Ortt was asked what he thought about the Legislature excluding Niagara Falls. Ortt said state law does not forbid the county from sending casino cash to the Falls, but the county can divvy it up in a way it sees fit.
