Capital New York: A.G. Probes Empire Blue Cross Blue Shield Over Health Exchange Complaints

New York state attorney general Eric Schneiderman is investigating insurer Empire Blue Cross Blue Shield after complaints from customers who paid for the company’s plans on the state's health exchange, but never received proof they enrolled.

State Sen. Liz Krueger, a Democrat, said she alerted the attorney general’s office to a potential systemic problem with Empire’s plans after fielding complaints from her constituents and attempting to resolve them through direct talks with the company. “We realized that this had to be much bigger than the individual complaints we were getting,” Krueger said. “Nobody was answering the phones at Blue Cross/Blue Shield,” she said.

Senate Hearing Points Out Healthcare Exchange Trouble-spots

ALBANY, 01/13/14 – State Senator James L. Seward (R/C/I-Oneonta) today commented on a senate hearing regarding the implementation of the health insurance exchange (NY State of Health) as part of the federal Affordable Care Act (ACA):

“While New York has been doing a good job when compared with the federal exchange, a number of issues have been brought to my attention.  Individuals, sole proprietors, and small business owners have seen their policies cancelled, costs to obtain new policies have skyrocketed for some, and application counselors have been unable to provide assistance in several cases.

Senate Sets Public Hearing On Affordable Care Act Concerns

ALBANY, 12/31/13 – New York Senate Health Committee Chairman Kemp Hannon and Senate Insurance Committee Chairman James L. Seward will hold a joint hearing on Monday, January 13th to hear testimony on the impact federal health care reform is having on insured individuals, families, and small businesses.

Senator Kemp Hannon (R-Nassau) said, “We waited to call this hearing until the deadlines for enrolling had passed so we would not be interfering with the work at hand.  However, there are issues that need to be addressed and we cannot wait any longer.”

Senator David J. Valesky Unveils IDC Affordable NY Plan

SYRACUSE–State Senator David J. Valesky (D-Oneida), joined by several local advocates, introduced the Independent Democratic Conference’s 2014 legislative agenda, titled “Affordable NY.” The agenda, composed of five core policy items, demonstrates the IDC’s commitment to working families during the 2014 legislative session.

Seward & Hannon Fight For Children With Special Needs

ALBANY, 12/09/13 – New York Senate Health Committee Chairman Kemp Hannon and Senate Insurance Committee Chairman James L. Seward today introduced legislation to preserve New York State’s Early Intervention Program and make certain that children with special needs receive the care they need. 

The legislation (S.6002) requires the state to make prompt payment to early intervention providers and ensures that retroactive payments will be made to providers who have been waiting for reimbursement since a new state system went into effect on April 1.

Newsletter and Resources: What Federal Health Care Reform Means for New Yorkers

I know how confusing healthcare and insurance issues can be, and with reforms from the federal government’s 2010 Affordable Care Act (ACA) rolling out, things may be even more complicated as we “kick the tires” on this new system. I recently circulated a newsletter (also linked below), to provide an overview of ACA benefits including New York’s new Health Plan Marketplace and answers to some of the main questions my office has received.

In addition, I held a community forum in October with over 200 attendees to discuss New York’s Health Plan Marketplace. You can find links to the presentations our three speakers gave at the bottom of this page.

In Wake of 2013 Flood, Senator Valesky Co-Sponsors Bill to Create Disaster Fund

SYRACUSE—State Senator David J. Valesky (D-Oneida) has joined other state legislators who represent areas affected by severe flooding in July 2013 in introducing legislation that would create a state disaster recovery fund aimed at expediting assistance to victims and municipalities.

“We have seen too many instances of flood victims lacking basic necessities months after a disaster hits because they are waiting for government to act,” Senator Valesky said. “That is unacceptable, and I am pleased to co-sponsor this legislation that will ensure expeditious distribution of aid and resources through a disaster recovery fund.”
