State Passes Fiscally Responsible Budget That Respects Taxpayers

Budget Comes Early, Controls Spending and Holds The Line On Taxes

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”

It closes a multi-billion dollar deficit with no new taxes, fees or gimmicks, limits spending growth to two percent or below for the second year in a row, and launches the New York Works Task Force to invest billions of dollars to rebuild the state's roads, bridges, parks, and other infrastructure and create tens of thousands of jobs.

SENATE PASSES 2012-13 BUDGET RESOLUTION

Gallivan: “Senate Plan Cuts Taxes, Reforms Medicaid, Protects Seniors and Schools.”

The New York State Senate voted to approve its 2012-13 Senate Budget resolution, continuing its focus on state spending, job creation, and structural reform to government.

The Senate budget, at just under $132.5 billion, keeps the total state spending increase below two percent, and spends less than the Executive Budget. The budget closes a $2 billion budget deficit and builds on last year’s successes in putting the state’s fiscal house in order.

From the Desk of Senator Jack M. Martins

Shade for Our Children

I spent Presidents' Week break away with my wife and our girls and I guess I relaxed as much as a dad with four daughters who text and e-mail actually can. I can’t say that I totally managed to put my Senate work aside either, but my wife says that I was definitely less compulsive about it than usual, so I’ll take that as progress. Anyway, while on break I discovered an interesting book entitled "100 Quotes to Make You Think!" and this particular one struck me as a great metaphor for our government and what we should strive for:

A society grows great when old men plant trees whose shade they know they shall never sit in.

It's a Greek proverb and it's as true today as the day it was first uttered.

Governor Cuomo's 2012 Executive Budget and Reform Plan Outlines Vision to Continue Building a New New York

Governor Andrew M. Cuomo today unveiled his 2012-13 Executive Budget and Reform Plan, which expands on the historic reforms enacted last year to continue building a New New York. As a result of the tough decisions and bipartisan cooperation of the past year, the State is able to close the current deficit without broad cuts, new taxes, fees or gimmicks. In addition, the Governor’s Executive Budget proposes major reforms to reduce the cost of government for taxpayers, implements accountability in our schools to put students first, and puts the State in a position to leverage billions of dollars in private sector investment to grow the economy and create jobs.

Senator Adams statement regarding veto of S4489, which would have restored health insurance and supplemental benefits to retirees of the NYC Off Track Betting Corporation

"I am deeply disappointed to hear that Governor Cuomo chose to veto this legislation, as the employees entered the NYCOTB service with the assurance that they and their dependents would receive these benefits.  That promise was subsequently broken by NYCOTB’s closure, and the failure of New York State to honor its commitment to these former public employees reinforces the shameful disregard shown to hardworking New Yorkers.  During these tough economic times, the last thing New York State should be party to is an action that results in severe financial hardship and potential danger to the health and welfare of NYCOTB retirees and their dependents."
