Statement from Senator David Valesky Regarding Constitutional Amendment, Statute to Create Independent Redistricting Commission

I was pleased to join Governor Cuomo in enacting long-needed reform to create a system of independent redistricting that would take drawing district lines out of legislators’ hands. The constitutional amendment and accompanying statute passed last night mirrors legislation I sponsor that would enact permanent structural reform of a broken, dysfunctional system, and create an independent commission to draw lines. From now on, an equally balanced commission will be in charge of the process, and it will have to adhere to guidelines with respect to population deviation, preservation of communities of interest and protection of minority voting rights.

GOVERNOR CUOMO, MAJORITY LEADER SKELOS, AND SPEAKER SILVER ANNOUNCE AGREEMENT ON HISTORIC TEACHER EVALUATION LAW

Governor Andrew M. Cuomo, Senate Majority Leader Skelos, and Assembly Speaker Sheldon Silver today announced an agreement on legislation to put the Governor's new groundbreaking teacher and principal evaluation system into law, firmly establishing New York as a national leader in school accountability.

 

The new evaluation system will provide clear standards and significant guidance to local school districts for implementation of teacher evaluations based on multiple measures of performance including student achievement and rigorous classroom observations. The legislation follows through on New York’s commitment to establish a real and effective teacher evaluations as a condition of the $700 million granted through the federal Race to the Top program.

New Law Expands Access to DNA Testing and Discovery for Defendants

Governor Andrew M. Cuomo, Senate Majority Leader Dean Skelos, and Assembly Speaker Sheldon Silver today announced an historic agreement that will make New York State the first “all crimes DNA” state in the nation, by requiring DNA samples be collected from anyone convicted of a felony or penal law misdemeanor. In addition, the bill also significantly expands defendants' access to DNA testing and comparison both before and after conviction in appropriate circumstances, as well as to discovery after conviction to demonstrate their innocence.

McDonald Named 2012 Legislative Champion by National Alliance on Mental Illness-NYS

Albany - Senator Roy McDonald was recognized by the National Alliance on Mental Illness - New York State as the 2012 Legislative Champion for his work as Chairman of the New York State Senate Mental Health and Developmental Disabilities Committee.

"It's an honor to be recognized by such an outstanding organization that works diligently to help individuals with mental illness and their families. Our job as elected officials is to assist these organizations in their efforts and make sure that individuals are able to come their mental health issues. I'm humbled to recieve this award but must also make sure to note that this is a team effort," said Senator McDonald.
