Senate Passes Historic Rules Resolution Sponsored by Smith/Valesky

Last night the Senate passed a historic resolution that reforms the operating rules of the chamber, fulfilling promises made by Senator Smith in 2007 and the opening of session and  following the recommendations made by the Temporary Committee on Rules and Administration Reform in its report on April 21, 2009.

More on the rules later; attached is the rules resolution.

State Senator Liz Krueger Worked 7 Years to Pass Historic Rules Reforms in the New York State Senate

New York—State Senator Liz Krueger hailed the passage of rules reform today.  "These rules reforms represent a historic shift in the way the State Senate will now function,” said Senator Krueger.  "For decades New Yorkers have been clamoring for an end to business as usual in Albany and I am proud that after years of my arguing for these changes, we will finally have taken a giant step toward a more fair and transparent government that truly serves the people's interests."

Temporary President

• The Temporary President of the Senate presides in the absence of the Lieutenant Governor. He is subject to a term limit of 6 years.

• Appoints the Vice President of Urban Policy and Planning.

• Appoints officers and employees of the Senate, subject to the disapproval of the Vice President Pro Tempore and Majority Leader (VPPT). Appoints Vice Chair of Rules.

• Appoints the Legislative Librarian.

Fourth Meeting of the Rules Reform Committee

On April 21, 2009, the Temporary Committee, with all members present, met in Albany for the fourth time in nearly one month to consider and vote on this report. The discussion and vote was preceded by four public hearings conducted throughout the state during the month of February. Following a robust conversation about the recommendations—there were many that had been agreed upon previously—the Temporary Committee voted to accept the report.

Temporary Committee on Rules and Administration Reform

The Temporary Committee on Rules Reform was created at the beginning of the 2009 session to return New York State government to its rightful owner: the people. In a bipartisan effort, Co-Chairs David Valesky and John Bonacic have been spearheading a series of public hearings to solicit input from the public on changes that should be made in the way the State Senate operates.

"For too long, the State Senate has operated with oppressive rules that stifled the will of the people," said Valesky. "As we begin this new session, and this new Senate, we have an opportunity to make this body more deliberative, more open and more responsive."

Third Meeting of the Rules Reform Committee

The Temporary Committee on Rules Reform was created at the beginning of the 2009 session to return New York State government to its rightful owner: the people. In a bipartisan effort, Co-Chairs David Valesky and John Bonacic have been spearheading a series of public hearings to solicit input from the public on changes that should be made in the way the State Senate operates.
