Plan Would Increase Tax Credits to Help Struggling Middle Class Families, Restore STAR Property Tax Rebate Checks for Millions of New Yorkers

Senate Republican Leader Dean Skelos and members of the Senate Republican Conference today unveiled the Family Tax Relief Act, a package of tax relief and reform measures designed to provide a major economic boost to New York’s struggling middle class families.

The Senate Republican plan would increase tax breaks that have not kept pace with inflation, and, in some instances, haven’t been adjusted for more than 25 years. The plan also restores the STAR property tax rebate check program to provide real and direct relief to millions of New Yorkers who pay some of the highest property taxes in the country.

Governor Andrew M. Cuomo unveiled the proposed 2013-14Executive Budget and Management Plan that builds on two years of balanced, fiscally responsible budgeting and invests in economic development, education reform, rebuilding after Superstorm Sandy, provides support to local governments and school districts, and includes no new taxes or fees.

Highlights of the Executive Budget:

· Eliminates $1.3 billion budget gap with no new taxes or fees. The expected gap for 2013-14 was projected to be $17.4 billion prior to the last two responsible budgets.

· Holds spending increases below 2 percent for third consecutive year.

Senator Bill Larkin (R-C-I, Cornwall-on-Hudson) today is encouraging employers subject to the MTA payroll tax to file a protective claim for refund with the New York State Department of Tax and Finance before November 2, 2012.

“The MTA is currently appealing a judge’s ruling which found the MTA payroll tax unconstitutional,” said Senator Larkin.  “Should this ruling stand, employers may be eligible for a MTA payroll tax refund, and filing a protective claim is the way to get it.”

Senate Continues Assault on Onerous Tax to Help Taxpayers

Senator Jack M. Martins and the members of the Senate scored another victory for taxpayers by passing a bill to eliminate the MTA Payroll Tax for all libraries in New York State.

Senator Martins vowed to fight to eliminate the MTA Payroll Tax, which was passed in 2009 by the former Senate Majority and former Governor, and has been successful in working with his colleagues and Governor Cuomo in getting the tax eliminated for all small businesses with payrolls of less than $1.25 million and schools, both public and private.

Senator Martins’ bill (S-6079A), which passed the Senate on Monday, June 5, eliminates the tax for all libraries. 

Senator Patrick M. Gallivan and members of the Senate Republican Conference today continued their strong focus on job creation and economic growth by announcing that the Senate will pass legislation next week to implement the 2012 NEW JOBS-NY Job Creation Plan.

The Senate’s comprehensive plan will help create thousands of new private sector jobs by delivering tax relief to small businesses and manufacturers, reducing energy costs, and enacting major fiscal reforms to make New York State more economically competitive.

Budget Comes Early, Controls Spending and Holds The Line On Taxes

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”
