Prohibits a department, authority, division or agency of the state from offering and permitting state officers and employees to use the thruway system without paying tolls except when the use occurs in the normal course of the employment or duties of such officers and employees.

AN  ACT  to amend the public authorities law, in relation to prohibiting
  officers and employees of the state to use the  state  thruway  system
  without paying tolls during non-working hours

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public authorities law  is  amended  by  adding  a  new
section 388 to read as follows:
  S  388. LIMITATION ON POWERS OF THE AUTHORITY.  A DEPARTMENT, AUTHORI-
TY, DIVISION OR AGENCY OF THE STATE SHALL NOT OFFER OR PERMIT ANY  OFFI-
CER OR EMPLOYEE OF SUCH DEPARTMENT, AUTHORITY, DIVISION OR AGENCY TO USE
A  PASS TO ACCESS AND/OR USE THE THRUWAY SYSTEM WITHOUT THE OFFICER'S OR
EMPLOYEE'S PERSONAL PAYMENT OF TOLLS EXCEPT WHEN THE USE OF SUCH A  PASS
AND/OR  USE  OF  THE  THRUWAY  SYSTEM  WITHOUT PERSONAL PAYMENT OF TOLLS
OCCURS IN THE NORMAL COURSE OF THE EMPLOYMENT OR DUTIES OF SUCH  OFFICER
OR EMPLOYEE.  THIS SECTION SHALL NOT DIMINISH THE RIGHTS OF ANY EMPLOYEE
PURSUANT TO A COLLECTIVE BARGAINING AGREEMENT.
  S 2. This act shall take effect immediately.
