AN ACT to amend the executive law, in relation to display and use of the
  flag of the United States of America in parks and on public buildings

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. The executive law is amended by adding a new section 403-c
to read as follows:
  S 403-C. DISPLAY OF MISSING IN ATTACK ON OUR NATION FLAG TO BE COMMON-
LY KNOWN AS THE MIA-OON FLAG. 1. EVERY COUNTY, CITY, TOWN,  AND  VILLAGE
IS  ENCOURAGED  TO  DISPLAY THE MIA-OON FLAG AT THE BUILDING HOUSING ITS
LOCAL LEGISLATIVE BODY FOR A PERIOD OF THIRTY DAYS OR SUCH LONGER PERIOD
AS THAT BODY DEEMS APPROPRIATE  EVERY  YEAR  COMMENCING  EACH  SEPTEMBER
ELEVENTH.
  2. EVERY STATE POLICE FACILITY, INCLUDING BUT NOT LIMITED TO THE HEAD-
QUARTERS,  SUBSTATIONS,  AND  TRAINING ACADEMY, IS ENCOURAGED TO DISPLAY
THE MIA-OON FLAG FOR A PERIOD OF THIRTY DAYS OR SUCH  LONGER  PERIOD  AS
THE  SUPERINTENDENT  OF  THE  STATE  POLICE DEEMS APPROPRIATE EVERY YEAR
COMMENCING EACH SEPTEMBER ELEVENTH.
  3. THE MIA-OON FLAG SHALL DISPLAY A BLACK SILHOUETTE OF A MOTHER HOLD-
ING HER CHILD'S HAND UPON A FIELD OF YELLOW. UNDERNEATH THE IMAGE  SHALL
BE  THE  PHRASE  "YOU WILL ALWAYS BE REMEMBERED" IN BLACK LETTERING. THE
IMAGE OF MOTHER AND CHILD SHALL SYMBOLIZE THE VULNERABILITY OF INNOCENTS
TO TERRORIST ATTACK, WHILE THE YELLOW SHALL SYMBOLIZE THAT  THOSE  TAKEN
BY TERRORIST ATTACKS WILL BE RETURNED TO THEIR LOVED ONES.
  S 2. This act shall take effect immediately.
