BILL NUMBER: S1512

TITLE OF BILL :
An act to amend the public health law, in relation to limiting the use
of state funding on certain stem cell projects and research


PURPOSE :
To ensure that taxpayer funds for stem cell research are spent in the
wisest possible manner.

SUMMARY OF PROVISIONS :
Section 1 -- Adds a new section 265-f to the Public Health Law to
limit state funding for stem cell research to the most reliable and
effective methods of research.

Section 2 -- Effective date.

JUSTIFICATION :
In 2007, the New York State Legislature approved funding for stem cell
research and created the Empire State Stem Cell Board. This board was
designed to oversee the funding and policy related to stem cell
research in New York State.

This legislation will ensure that funding for stem cell research in
New York State is spent in the wisest most sensible and most fiscally
prudent manner.
