BILL NUMBER: S2030 TITLE OF BILL : An act to amend the elder law, in relation to grants established for local elderly abuse education and outreach programs like the "Triad Programs" SUMMARY OF PROVISIONS : Amends subdivision three of section 219 of the elder law to include Triad Programs as eligible for grants for local elderly abuse education and outreach. Funds are to be distributed to the Triad Programs based on a formulas that uses the geographic distribution of elderly persons within the state and a minimum base allocation. JUSTIFICATION : This expands the numbers of programs eligible to provide education and prevention to seniors in New York. "Triad Programs" are by law (section 844, Executive Law) the triad cooperative model developed by the American Association of retired Persons, the National Sheriffs' Association and the International Association of Chiefs of Police which calls for the participation of

GOLDEN, FUSCHILLO, GRIFFO, LANZA, LARKIN, MORAHAN, PADAVAN, SKELOS, VOLKER -- read twice and ordered printed, and when printed to be committed to the Committee on Aging AN ACT to amend the elder law, in relation to grants established for local elderly abuse education and outreach programs like the "Triad Programs" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 3 of section 219 of the elder law is amended to read as follows: 3. (a) As part of the program, the director may award grants to quali- fied designated agencies to establish local elderly abuse education and outreach programs. Grants may also be awarded to expand or enhance existing programs. [(b)] In making such grants, the director shall consider: (1) the need within the jurisdiction of the designated agency for such education and outreach; (2) the manner in which the designated agency proposes to provide such education and outreach; (3) the capacity of the designated agency to coordinate its services with health, human service and law enforcement and public agencies which provide services or assistance to the elderly, including the local department of social services adult protective services unit; and (4) any other criteria determined by the director to be appropriate. (B) THE DIRECTOR SHALL ADDITIONALLY MAKE GRANTS TO DESIGNATED AGEN- CIES, STATE AND LOCAL LAW ENFORCEMENT OFFICIALS, AND NOT-FOR-PROFIT ORGANIZATIONS, AS APPROPRIATE, TO IMPLEMENT "TRIAD PROGRAMS" DEVELOPED AND CREATED PURSUANT TO PARAGRAPH (D) OF SUBDIVISION THREE OF SECTION EIGHT HUNDRED FORTY-FOUR-B OF THE EXECUTIVE LAW. THE DIRECTOR SHALL DISTRIBUTE SUCH FUNDS BASED ON A FORMULA USING THE GEOGRAPHIC DISTRIB- UTION OF ELDERLY PERSONS WITHIN THE STATE AND A MINIMUM BASE ALLOCATION. S 2.
