AN ACT to amend the New York state urban development corporation act, in
  relation  to the establishment of an African-American and African-Car-
  ibbean business development center

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Section 1 of chapter 174 of the laws of 1968, constituting
the New York state urban development  corporation  act,  is  amended  by
adding a new section 9-g to read as follows:
  S  9-G.  CREATING  AN  AFRICAN-AMERICAN AND AFRICAN-CARIBBEAN BUSINESS
DEVELOPMENT CENTER. THE CORPORATION SHALL PROVIDE, WITH  THE  ASSISTANCE
OF  THE  COMMISSIONER  OF  ECONOMIC DEVELOPMENT AND IN CONSULTATION WITH
SUCH COMMISSIONER, AN AFRICAN-AMERICAN  AND  AFRICAN-CARIBBEAN  BUSINESS
DEVELOPMENT  CENTER  FOR  THE PURPOSES OF RENDERING TECHNICAL ASSISTANCE
AND MARKET INFORMATION  TO  NOT-FOR-PROFIT  SERVICE  PROVIDERS  AND  THE
PRIVATE  BUSINESSES  SERVICING  AFRICAN-AMERICAN  AND  AFRICAN-CARIBBEAN
COMMUNITIES.
  S 2. This act shall take effect immediately.
