AN ACT to amend the municipal home rule law, in  relation  to  requiring
  that certain local laws be subject to a mandatory referendum

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subdivision 2 of section 23 of the municipal home rule  law
is amended by adding a new paragraph 1 to read as follows:
  L. CHANGES A PROVISION OF LAW THAT HAS PREVIOUSLY BEEN VOTED ON BY THE
PEOPLE THROUGH A REFERENDUM.
  S 2. This act shall take effect immediately.
