BILL NUMBER:S5111 TITLE OF BILL: An act to amend the general municipal law and the civil service law, in relation to providing health services and insurance for volunteer fire- fighters and ambulance workers PURPOSE OR GENERAL IDEA OF BILL: This bill will relate to the provisions of law which permit health services and insurance for volunteer firefighters and ambulance compa- nies through public corporations. SUMMARY OF PROVISIONS: Section one of this bill will amend Subdivision 7 of section 92-a of the general municipal law, as added by Chapter 331 of the Laws of 2008, to permit any public corporation to provide health insurance coverage for volunteer firefighters and volunteer ambulance workers. Section two of this bill will amend Subdivision 2 of section 163 of the civil service law, as amended by chapter 617 of the laws of 1967, to allow munici- palities to offer the New York State Health Insurance Plan (NYSHIP) to volunteer firefighters and ambulance company workers. Section 3 of this bill will provide for an immediate effective date.

JOHNSON, STACHOWSKI, VALESKY, LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the general municipal law and the civil service law, in relation to providing health services and insurance for volunteer firefighters and ambulance workers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 7 of section 92-a of the general municipal law, as added by chapter 331 of the laws of 2008, is amended to read as follows: 7. The provisions of this section shall [apply for] PERMIT A PUBLIC CORPORATION TO PROVIDE coverage [of] FOR volunteer firefighters, as defined in section three of the volunteer firefighters' benefit law, and volunteer ambulance workers, as defined in subdivision one of section three of the volunteer ambulance workers' benefit law, provided however, that the total cost of participation by such volunteers and their fami- lies shall be borne by such volunteers. S 2. Subdivision 2 of section 163 of the civil service law, as amended by chapter 617 of the laws of 1967, is amended to read as follows: 2. The contract or contracts shall provide for health insurance for retired employees of the state and of the state colleges of agriculture, home economics, industrial labor relations and veterinary medicine, the state agricultural experiment station at Geneva, and any other institu- tion or agency under the management and control of Cornell university as the representative of the board of trustees of the state university of New York, and the state college of ceramics under the management and control of Alfred university as the representative of the board of trus- tees of the state university of New York, and their spouses and depend- ent children as defined by the regulations of the president, on such EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
