AN ACT to amend the racing, pari-mutuel wagering and  breeding  law,  in
  relation  to prohibiting certain claims from being finalized in claim-
  ing races

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  racing,  pari-mutuel  wagering  and  breeding law is
amended by adding a new section 104-c to read as follows:
  S 104-C. PROHIBITION AGAINST FINALIZING  CERTAIN  CLAIMS  IN  CLAIMING
RACES.  NO  CLAIM  FOR  A  HORSE  IN A CLAIMING RACE SHALL BE FINALIZED,
UNLESS SUCH HORSE FINISHES THE RACE UNASSISTED  AND  IS  EXAMINED  BY  A
VETERINARIAN,  LICENSED  TO  PRACTICE  VETERINARY MEDICINE IN THIS STATE
PURSUANT TO ARTICLE ONE HUNDRED THIRTY-FIVE OF THE EDUCATION LAW.
  S 2. This act shall take effect on the one hundred twentieth day after
it shall have become a law; provided, however, that effective immediate-
ly, the addition, amendment and/or repeal  of  any  rule  or  regulation
necessary  for  the implementation of this act on its effective date are
authorized to be made on or before such effective date.
