In addition this bill will allow local municipalities to dissolve
defunct agencies upon resolution of the controlling governing body
going forward.

JUSTIFICATION:
This bill would repeal the statutory authorization for certain urban
renewal agencies and industrial development agencies which are either
defunct or which were never ultimately established by local law. The
agencies listed in this bill have been determined inactive by the New
York State Authorities Budget Office, Department of Economic
Development, Office of the State Comptroller, or Commission on Public
Authority Reform, based on consultation with the affected local
government.

Although these agencies no longer function, their authorization
continues in State Law. This bill would repeal the statutory
authorization for certain industrial development agencies which are
either defunct or which were never ultimately established.
The agencies listed within its provisions have been determined
inactive by the New York State Authorities Budget Office, Department
of Economic Development, Office of the State Comptroller, or
Commission on Public Authority Reform, based on consultation with the

affected local government, and none has any outstanding debt or other
obligations.

Accordingly, this bill would advance the State's effort to maintain an
accurate inventory of agencies, and abolish unnecessary sectors of
local government.

FISCAL IMPLICATIONS:
None, as the dissolved entities never operated.

PRIOR LEGISLATIVE HISTORY:
This is a new bill.

EFFECTIVE DATE:
This bill would take effect 60 days after it becomes a law.
