TITLE OF BILL:
An act
to authorize the commissioner of general services to convey certain
state lands to the county of Ulster

PURPOSE:
This bill authorizes the Commissioner of the Office of General
Services to transfer and convey approximately 0.179 acre of land with
buildings and improvements, formerly used as a group home for people
with developmental disabilities to the County of Ulster to provide
transitional housing for and to otherwise assist veterans.

SUMMARY OF PROVISIONS:
Section 1 authorizes the Office of General Services to transfer and
convey real property to the County of Ulster for one dollar plus such
other conditions the Commissioner of General Services deems
appropriate.

Section 2 provides a description of the real property located at 67
Wurts Street in Kingston, NY which is to be conveyed.

Section 3 requires that OGS not transfer or convey the property unless
an application is made by the County of Ulster within one year of the
effective date of this act.

Section 4 requires that any land transferred pursuant to this act
shall be used exclusively by the County of Ulster for transitional
veterans housing and to otherwise assist veterans in Ulster County.

Section 5 is the effective date of the act. This act would take effect
immediately.

JUSTIFICATION:
After proudly serving their Country, veterans are faced with many
challenges and obstacles upon their return home which causes
re-acclimation to civilian life to be difficult. As a result, some
veterans are ending up homeless and in need of assistance. This bill
would support the County of Ulster's efforts to assist homeless
veterans by providing a location for the County to provide high
quality and dignified transitional housing and support services for
needy veterans.

AN ACT to authorize the  commissioner  of  general  services  to  convey
  certain state lands to the county of Ulster

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subject to the provisions of this act, but  notwithstanding
any  other provision of law to the contrary, the commissioner of general
services is hereby authorized to transfer and convey to  the  county  of
Ulster,  in exchange for consideration of one dollar and upon such other
terms and conditions as such commissioner may deem necessary and proper,
approximately 0.179 acre of state land with buildings  and  improvements
thereon,  formerly  used  as  a group home for people with developmental
disabilities, and further described in section two of this act.
  S 2. The lands authorized by this act to be transferred  and  conveyed
are as follows:
  Al  that  certain  lot,  piece  or  parcel of land, with buildings and
improvements thereon, situated, lying, and being in the  City  of  King-
ston,  County  of  Ulster,  State of New York, known as 67 Wurts Street,
Kingston, New York 12401, (Section, Block, and  Lot  Number  56.42-8-18)
and more particularly bounded and described as follows:
  Beginning at a point, said point being a recovered monument set at the
intersection  of  the  southerly  side of Spring Street and the westerly
side of Wurts Street thence along said westerly side  of  Wurts  Street;
thence  along  said  Westerly side of Wurts Street, south 28 degrees, 24
feet, 20 inches east, 73.60 feet to an X cut  on  the  sidewalk;  thence
along  the division line of lands of The People of the State of New York
and land, now or formerly, of Eleanor M. Kelder, south  61  degrees,  35
feet,  40  inches west, 100.00 feet to a set rod on the easterly side of
lands, now or formerly, of John F. Whitaker; thence along said lands  of
Whitaker  north  28  degrees, 7 feet and 44 inches west, 82.52 feet to a
rod set on the southerly side of Spring Street; thence along the  south-
erly  side  of Spring Street, north 66 degrees, 42 feet, 40 inches east,
100.00 feet to the point and place of  beginning,  containing  7,791.256

square  feet  or  0.179 acre, more or less. All bearings are referred to
magnetic meridian.
  S 3. The commissioner of general services shall not transfer or convey
such lands unless application is made by the county of Ulster within one
year after the effective date of this act.
  S  4.  Any lands transferred pursuant to this act shall be used by the
county of Ulster for the purposes of such county's department of  social
services,  department  of  mental  health, and/or department of veterans
affairs for the provision of  transitional  housing  for  and  otherwise
providing assistance to veterans in such county, and upon termination of
such  uses,  title to the lands so transferred shall revert to the state
of New York.
  S 5. This act shall take effect immediately.
