BILL NUMBER:S7509 TITLE OF BILL: An act to amend the public officers law, in relation to the office of city comptroller of the city of Salamanca PURPOSE OR GENERAL IDEA OF BILL: Amends the public officers law to allow the city comptroller of the city of Salamanca to reside in the county in which the city of Salamanca is located. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends Section 3 of the public officers law by adding a new subdivision 11-a to exempt the city comptroller of the city of Salamanca from being a resident of such city, but the city comptroller of the city of Salamanca shall be required to reside in the county in which the city of Salamanca is located. Section 2 provides that the effective date shall be immediately. JUSTIFICATION: The City of Salamanca is requesting permission to expand its candidate pool for the Office of City Comptroller to include all residents of Cattaraugus County. The Comptroller is responsible for many unique responsibilities, many of which include working with the Seneca Nation of Indians on its annual lease payment, advising the Joint Leasing

YOUNG -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend the public officers law, in relation to the office of city comptroller of the city of Salamanca THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of the public officers law is amended by adding a new subdivision 11-a to read as follows: 11-A. IN THE CITY OF SALAMANCA THE PROVISIONS OF THIS SECTION REQUIR- ING A PERSON TO BE A RESIDENT OF THE POLITICAL SUBDIVISION OR MUNICIPAL CORPORATION OF THE STATE FOR WHICH HE OR SHE SHALL BE CHOSEN OR WITHIN WHICH HIS OR HER OFFICIAL FUNCTIONS ARE REQUIRED TO BE EXERCISED, SHALL NOT PREVENT A PERSON FROM HOLDING THE OFFICE OF CITY COMPTROLLER OF THE CITY OF SALAMANCA, IF SUCH PERSON RESIDES IN THE COUNTY IN WHICH SUCH CITY IS LOCATED.
