BILL NUMBER:S7523A

TITLE OF BILL:
An act
to amend the public authorities law, in relation to the construction of
certain facilities for the New York city housing authority

PURPOSE:
To amend the public authorities law by authorizing the Dormitory
Authority of the State of New York to enter into contracts for
construction related services with the New York City Housing Authority.

SUMMARY OF PROVISIONS:
Section 1678 of the public authorities law is amended by adding a new
subdivision 28 to authorize the Dormitory Authority of the State of
New York to enter into contracts for construction related services
with the New York City Housing Authority.

JUSTIFICATION:
The New York Housing Authority ("NYCHA") spends over $300 million
annually for capital projects throughout its 335 developments in New
York city. Several of these projects involve rather complex
engineering issues associated with an aging infrastructure. This bill
would allow NYCHA to contract with the Dormitory Authority of the
State of New York ("DASNY") to assist in the development of these
projects.

DASNY oversees a portfolio of construction projects worth more than $6
billion. For more than a decade DASNY has acted as a construction
manager for municipalities and their agencies throughout the state.
They offer a full range of construction phases. DASNY handles
day-to-day construction coordination issues and interpretations of
contract documents.

Due to years of Federal and local under funding NYCHA's total capital
project needs exceed $500 million. In order to meet those needs
NYCHA will have to be creative and find ways to do more with fewer
public dollars. Having the ability to work with DASNY will give NYCHA
a tool to achieve this goal.

LEGISLATIVE HISTORY:
This is a new bill.

FISCAL IMPACT ON STATE:
None.

EFFECTIVE DATE:
Immediately.
