2011-S4152 (ACTIVE) - Summary

Relates to the purchasing of bullets for firearms; requires the purchaser of bullets for any firearm to fill out an application providing information regarding the purchaser's name, date of birth, address, and also the calibre, make, model, manufacturer's name and serial number of the firearm for which the applicant is purchasing the bullets; copies of the application to be forwarded to all law enforcement agencies of the state; provides that any violation of this section is a class A misdemeanor.

AN ACT to amend the penal law, in relation to the purchasing of  bullets
  for firearms

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The penal law is amended by adding a new section 400.03  to
read as follows:
S 400.03 APPLICATION FOR THE PURCHASE OF BULLETS.
  ANY  PERSON PURCHASING BULLETS FOR ANY FIREARM MUST COMPLETE AN APPLI-
CATION FOR SUCH PURCHASE. SUCH APPLICATION SHALL  INCLUDE,  BUT  NOT  BE
LIMITED  TO,  THE  APPLICANT'S FULL NAME, DATE OF BIRTH AND ADDRESS, AND
THE CALIBRE, MAKE, MODEL, MANUFACTURER'S NAME AND SERIAL NUMBER  OF  THE
FIREARM FOR WHICH THE APPLICANT IS PURCHASING THE BULLETS. COPIES OF THE
APPLICATION  SHALL  BE  FORWARDED TO ALL LAW ENFORCEMENT AGENCIES OF THE
STATE. IN ADDITION, IN ORDER TO  COMPLETE  A  PURCHASE  OF  BULLETS,  AN
APPLICANT  MUST  BE  AT LEAST TWENTY-ONE YEARS OF AGE OR OLDER, AND MUST
SHOW AT LEAST TWO PIECES  OF  LEGITIMATE  IDENTIFICATION,  INCLUDING  AT
LEAST ONE PHOTOGRAPHIC IDENTIFICATION TO VERIFY HIS OR HER AGE AND NAME.
  ANY  VIOLATION  BY  ANY  PERSON  OF ANY PROVISION OF THIS SECTION IS A
CLASS A MISDEMEANOR.
  S 2. This act shall take effect on the first of November next succeed-
ing the date on which it shall have become a law.
