AN  ACT  to  amend  the  penal law, in relation to unlawful manufacture,
  production or reproduction of a  vehicle  identification  number  with
  intent to defraud

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 170.65 of the penal law is amended by adding a  new
subdivision 4 to read as follows:
  (4) HE OR SHE, WITH INTENT TO DEFRAUD, KNOWINGLY MANUFACTURES, PRODUC-
ES OR REPRODUCES A VEHICLE IDENTIFICATION NUMBER, ETCHING, LABEL, STICK-
ER, PLATE, OR OTHER TANGIBLE MEANS OF IDENTIFYING A SPECIFIC MOTOR VEHI-
CLE,  WHICH  WAS  NOT MANUFACTURED, PRODUCED OR REPRODUCED IN ACCORDANCE
WITH THE RULES AND REGULATIONS PROMULGATED BY THE UNITED STATES NATIONAL
HIGHWAY SAFETY ADMINISTRATION AND/OR IN ACCORDANCE WITH  THE  PROVISIONS
OF THE STATE VEHICLE AND TRAFFIC LAW.
  S 2. This act shall take effect on the first of November next succeed-
ing the date on which it shall have become a law.
