AN  ACT to direct the civil service commission of the county of Franklin
  to provide for the appointment and employment of retired police  offi-
  cers  as  part-time police officers by municipal police departments in
  such county

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any other provision of law to the contrary,
the  civil  service  commission  of  the  county  of  Franklin is hereby
directed to promulgate and implement rules and  regulations  authorizing
and providing for the appointment and employment of retired police offi-
cers, as police officer is defined in subdivision thirty-four of section
1.20  of  the  criminal  procedure law, in positions of part-time police
officers in any county, town or village police department in the  county
of Franklin.
  S  2.  This  act shall take effect immediately and the rules and regu-
lations required by section one of this act shall be implemented  within
120 days of such date.
