AN ACT to amend the executive law, in relation to directing the minority
  and  women-owned  business  enterprise  statewide advocate to act as a
  liaison for the blind, disabled and veterans

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section 311-a of the executive law is amended by adding a
new subdivision 2-a to read as follows:
  2-A. THE STATEWIDE ADVOCATE SHALL ACT AS A LIAISON FOR  ANY  ORGANIZA-
TION  FOR  THE  BLIND OR DISABLED OR A VETERANS' WORKSHOP, THAT HAS BEEN
DESIGNATED AS A PREFERRED SOURCE PURSUANT TO SECTION ONE HUNDRED  SIXTY-
TWO  OF THE STATE FINANCE LAW, IN ORDER TO ASSIST SUCH ORGANIZATIONS AND
WORKSHOPS WITH CREATING AND SUSTAINING EMPLOYMENT OPPORTUNITIES FOR  THE
BLIND,  VISUALLY IMPAIRED, DISABLED AND VETERANS. FURTHER, THE STATEWIDE
ADVOCATE SHALL INFORM, ON A REGULAR BASIS BUT NOT  LESS  THAN  ONCE  PER
CALENDAR  YEAR, STATE AGENCIES, POLITICAL SUBDIVISIONS, AND PUBLIC BENE-
FIT CORPORATIONS OF THE REQUIREMENTS OF  ARTICLE  ELEVEN  OF  THE  STATE
FINANCE  LAW  AS  IT RELATES TO THE PURCHASE OF SERVICES AND COMMODITIES
FROM SUCH ORGANIZATIONS.
  S 2.  This act shall take effect immediately provided that the  amend-
ments  to section 311-a of the executive law made by section one of this
act shall not affect the expiration of such section and shall be  deemed
to expire therewith.
