TITLE OF BILL: An act to amend chapter 366 of the laws of 2011
amending the environmental conservation law relating to youth pheasant
hunting days on Long Island, in relation to the effectiveness of such
chapter

Purpose of Bill:

The bill would extend the authority of the Department of Environmental
Conservation (DEC) to fix annually by regulation the open seasons and
bag limits for pheasants on Long Island for those who hold a junior
license.

Summary of provisions:

Section 1 of the bill would amend section 3 of Chapter 366 of the Laws
of 2011 to extend until December 31, 2015 the authority provided to
DEC under Environmental Conservation Law (ECL) § 11-0903(2)(c-1) to
hold a youth hunt pursuant to regulations which establish open season
and bag limits for pheasants on Long Island.

Section 2 of the bill provides that the bill would take effect
immediately.

Existing law:

ECL § 11-0903(2)(c-1) grants DEC regulatory authority, until December
31, 2013, to annually fix by regulation the open season and bag limits
for pheasants on Long Island for junior license holders.

Prior Legislative history:

ECL § 11-0903 was amended to provide DEC with such authority by
Chapter 366 of the Laws of 2011.

Statement in support:

DEC has provided junior hunters (ages 12-15 years old) the opportunity
to hunt pheasants for six consecutive years in several hunting zones
within the State. In 2011, DEC was provided with additional authority
to establish a youth pheasant hunt on Long Island and has established
several successful and popular youth pheasant hunting opportunities
since that time. The bill would extend such authority for an
additional two years beyond December 31, 2013.

Budget implications: None.

Local Impact: None.

Effective Date: The bill Would take effect immediately.

  mental Conservation) -- read  twice  and  ordered  printed,  and  when
  printed to be committed to the Committee on Environmental Conservation

AN  ACT  to  amend chapter 366 of the laws of 2011 amending the environ-
  mental conservation law relating to youth  pheasant  hunting  days  on
  Long Island, in relation to the effectiveness of such chapter

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 3 of chapter 366 of the laws of 2011, amending  the
environmental  conservation  law relating to youth pheasant hunting days
on Long Island, is amended to read as follows:
  S 3. This act shall take effect on the sixtieth  day  after  it  shall
have become a law; provided that paragraph c-1 of section 11-0903 of the
environmental conservation law as added by section one of this act shall
expire and be deemed repealed on December 31, [2013] 2015.
  S 2. This act shall take effect immediately.
