BILL NUMBER:S5469 TITLE OF BILL: An act to amend the agriculture and markets law, in relation to creating a horizontal silo leachate runoff working group PURPOSE: This bill creates a working group to study the options for the treatment and management of leachate runoff from horizontal silos. SUMMARY OF PROVISIONS: The Agriculture and Markets Laws is amended by adding a new Article 13-F and a new Section 160-w. Provides the Commissioner of Agriculture and Markets shall establish the Horizontal Silo Leachate Runoff Working Group to study the options for the treatment and management of leachate runoff from horizontal silos. Establishes the membership of the working group which will include representatives from State and Federal government agencies, as well as, other organizations and institutions. Provides that the working group shall review and study the options and best practices for the treatment and management of leachate runoff from horizontal or bunker silos. The working group shall include in their discussion the cost of such treatment and management options for the leachate runoff from horizontal or bunker silos and ways to help farmers reduce the cost associated with this. The agriculture and markets law is amended by adding a new article 13-F to read as follows: ARTICLE 13-F HORIZONTAL SILO LEACHATE RUNOFF WORKING GROUP SECTION 160-W. HORIZONTAL SILO LEACHATE RUNOFF WORKING GROUP. S 160-W. HORIZONTAL SILO LEACHATE RUNOFF WORKING GROUP. 1. THE COMMIS- SIONER SHALL ESTABLISH A WORKING GROUP TO STUDY THE OPTIONS FOR THE TREATMENT AND MANAGEMENT OF LEACHATE RUNOFF FROM HORIZONTAL OR BUNKER SILOS. 2. THE WORKING GROUP SHALL INCLUDE: REPRESENTATIVES FROM THE DEPART- MENT OF AGRICULTURE AND MARKETS, REPRESENTATIVES FROM THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION, REPRESENTATIVES FROM EMPIRE STATE DEVELOP- MENT, REPRESENTATIVES FROM THE NEW YORK STATE FARM BUREAU, REPRESEN- TATIVES FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE NATURAL RESOURCE CONSERVATION SERVICE AND REPRESENTATIVES FROM THE APPROPRIATE INSTITUTIONS AT CORNELL UNIVERSITY. 3. THE WORKING GROUP SHALL MEET REGULARLY AND SHALL REVIEW AND STUDY THE OPTIONS AND BEST PRACTICES THAT ARE AVAILABLE, INCLUDING THOSE FROM OTHER STATES, FOR THE TREATMENT AND MANAGEMENT OF LEACHATE RUNOFF FROM HORIZONTAL OR BUNKER SILOS.
