TITLE OF BILL: An act relating to the resident toll rates and certain
commercial vehicle toll rates for crossings of the Verrazano-Narrows
bridge

PURPOSE OR GENERAL IDEA OF BILL: To maintain a resident toll rate of
$5.50 for crossings of the Verrazano and to establish a discount
program for crossing of the Verrazano by commercial vehicles that are
owned by businesses located in Richmond County.

SUMMARY OF SPECIFIC PROVISIONS:

§ 1. Resident toll rate of 5.50 for crossings of the Verrazano-Narrows
Bridge.

§ 2. Establish a toll discount program for crossing of the
Verrazano-Narrows Bridge by commercial vehicles that are owned by
businesses located in Richmond county.

§ 3. Effective date.

JUSTIFICATION: This bill aims to reduce the resident toll rate on the
Verrazano-Narrows bridge to $5.50 for E-ZPass users. In addition, it
would establish a toll discount program for commercial vehicles owned
by businesses in Richmond county.

Staten Island residents and businesses face a unique burden with
respect to tolls. For as long as any Staten Islander can remember
there has been an across the board hardship caused by high bridge
tolls. Relief is long overdue for the unfair burden Staten islanders
and businesses bear and this legislation will provide a small
increase.

PRIOR LEGISLATIVE HISTORY: New bill.

FISCAL IMPLICATIONS: None to the state.

EFFECTIVE DATE: Immediately.

AN  ACT relating to the resident toll rates and certain commercial vehi-
  cle toll rates for crossings of the Verrazano-Narrows bridge

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any other law to the contrary the metropol-
itan  transportation  authority  shall  maintain a resident toll rate of
five dollars and fifty cents  for  crossings  of  the  Verrazano-Narrows
bridge.
  S  2.  Notwithstanding any other law to the contrary, the metropolitan
transportation authority shall establish a  toll  discount  program  for
crossings  of  the  Verrazano-Narrows bridge by commercial vehicles that
are primarily domiciled in Richmond county and that are owned  by  busi-
nesses principally located in Richmond county.
  S 3. This act shall take effect immediately.
