BILL NUMBER:S6472A

TITLE OF BILL: An act to amend the education law, in relation to the
common core state standards initiative and the race to the top program

PURPOSE OF THE BILL: This legislation will impose a 3 year moratorium
on the implementation of the common core state standards.

SUMMARY OF PROVISIONS:

Section 1 of the bill amends the education law by adding a new section
115 that discontinues the implementation of the common core state
standards developed by the common core state standards initiative for
a period of three years. During the moratorium period the State
Education Department shall prepare a curriculum in accordance with
such common core standards and shall instruct teachers to educate
students.

Section 2 of the bill amends the education law by adding a new section
116 that discontinues implementation of the race to the top standards
developed by the race to the top program for a period of three years.

Section 3 of the bill sets forth an immediate effective date.

JUSTIFICATION: While the common core standards may be an important
step for the State to provide a quality education for our students,
implementation of this program must be done carefully in order for it
to have the desired positive effect.

Therefore, the State Education Department must take the necessary time
to create a curriculum which meets this standard, provide the
necessary educational back-up materials as well as providing the
support and training our teachers need to implement this program. It
is patently unfair to hold our students and teachers to a standard
which they have not been prepared to meet.

PRIOR LEGISLATIVE HISTORY: New Bill

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.

EFFECTIVE DATE: This act shall take effect immediately.
