BILL NUMBER:S7134A

TITLE OF BILL: An act to amend the public officers law, in relation to
certain residency requirements

SUMMARY OF PROVISIONS:

Section one of the bill amends section 3-b of the public officers law by
adding a new subdivision 7, providing that a person serving as a member
of the security force employed by Kaleida Health need not be a resident
of the political subdivision or municipal corporation within which offi-
cial functions are required to be exercised.

Section two of the bill is the effective date.

JUSTIFICATION:

This legislation would provide more flexibility in the employment or
appointment of members of the security force employed by Kaleida Health.
Under current law, members of the security force employed by Kaleida
Health are designated as peace officers. As such, these individuals are
subject to restrictions on their residency. These restrictions can
create difficulties in recruiting and retaining individuals to serve in
this important safety capacity. Allowing Kaleida Health to accept indi-
viduals from neighboring counties to serve in this role will help
resolve this problem and further ensure the safety of patients, visitors
and employees.

LEGISLATIVE HISTORY:

New bill.

FISCAL IMPLICATIONS:

None.

EFFECTIVE DATE:

This act shall take effect immediately.
