BILL NUMBER:S7545

TITLE OF BILL: An act to authorize and direct the commissioners of
agriculture and markets and economic development to study and develop
a long-term strategy for sustaining farming and food production in New
York state

PURPOSE OR GENERAL IDEA OF BILL: The purpose of this legislation is
to authorize and direct the Commissioners of Agriculture and Markets
and Economic Development to assess New York State's capacity for
regional food production and to develop strategies for increasing the
output and integration of localized food production.

SUMMARY OF SPECIFIC PROVISIONS:

Section 1 of this legislation authorizes and directs the Commissioner
of Agriculture and Markets and Economic Development to study and
develop a long-term strategy for sustaining farming and food
production in New York State.

JUSTIFICATION: As identified by Manhattan Borough President Scott
Stringer in a February 2010 report entitled FoodNYC: A Blueprint for a
Sustainable Food System, a regional food production study could better
assess New York's agricultural capabilities, connect upstate
agricultural producers with an expanded base of downstate customers
and provide greater access to healthy and organic produce: Authorizing
this study would expedite and encourage consumer trends towards the
consumption of locally and regionally grown foods.

PRIOR LEGISLATIVE HISTORY: A728 of 2013 A1463 of 2011-2012 A10701 of
2009-2010.

FISCAL IMPLICATIONS: Undetermined.

EFFECTIVE DATE: This act shall take effect immediately.
