TITLE OF BILL: An act to amend chapter 383 of the laws of 2009,
amending the vehicle and traffic law, the general municipal law and
the public officers law, relating to owner liability for failure of
operator to comply with traffic control indications, in relation to
extending the provisions thereof

PURPOSE OF THE BILL:

Extends the authority of the City of Syracuse to install "red light"
cameras until 2019.

SUMMARY OF PROVISIONS:

Section 1, extends the authority of the City of Syracuse to install
"red light" cameras until 2019.

Section 2, establishes the effective date.

JUSTIFICATION:

In 2009, the Legislature gave the City of Syracuse authority to
install cameras to enforce the running of red lights. This legislation
extends this authority until 2019, and continues to provide the City
of Syracuse with the option of installing "red light" cameras.

None to the State.

EFFECTIVE DATE:

This act shall take effect immediately.

AN ACT to amend chapter 383 of the laws of 2009,  amending  the  vehicle
  and  traffic  law,  the  general municipal law and the public officers
  law, relating to owner liability for failure  of  operator  to  comply
  with  traffic  control  indications,  in  relation  to  extending  the
  provisions thereof

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  opening paragraph and paragraph (k) of section 24 of
chapter 383 of the laws of 2009, amending the vehicle and  traffic  law,
the general municipal law and the public officers law, relating to owner
liability  for  failure of operator to comply with traffic control indi-
cations, are amended to read as follows:
  This act shall take effect on the thirtieth day after  it  shall  have
become  a  law  and  shall expire December 1, [2014] 2019 when upon such
date the provisions of this act shall be deemed repealed; provided that:
  (k) any such local laws as may be enacted pursuant to this  act  shall
remain in full force and effect only until December 1, [2014] 2019.
  S 2. This act shall take effect immediately.
