BILL NUMBER:S2154 TITLE OF BILL: An act to amend chapter 503 of the laws of 2012 relating to authorizing the New York state urban development corporation to enter into agreements to develop a Cyber Research Institute, in relation to cyber security activities PURPOSE: This bill authorizes the Mohawk Valley Regional Economic Development Council to coordinate cyber security activities at the Grif- fiss Business and Technology Park. SUMMARY OF PROVISIONS: Makes technical changes to Chapter 503 of the laws of 2012 which authorized, through public and private partnerships, the establishment of a Cyber Research Institute. JUSTIFICATION: The Cyber Research Institute to be established under Chapter 503 of 2012 will address the important public need of conducting research and development in the crucial area of protecting important networked computer systems involved in military, governmental, and busi- ness enterprises. GRIFFO -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend chapter 503 of the laws of 2012 relating to authorizing the New York state urban development corporation to enter into agree- ments to develop a Cyber Research Institute, in relation to cyber security activities THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The title of chapter 503 of the laws of 2012, relating to authorizing the New York state urban development corporation to enter into agreements to develop a Cyber Research Institute, is amended to read as follows: AN ACT to authorize the [New York state urban development corporation to enter into agreements to develop a Cyber Research Institute] MOHAWK VALLEY REGIONAL ECONOMIC DEVELOPMENT COUNCIL TO COORDINATE CYBER SECURI- TY ACTIVITIES AT GRIFFISS BUSINESS AND TECHNOLOGY PARK S 2. Sections 1 and 2 of chapter 503 of the laws of 2012 relating to authorizing the New York state urban development corporation to enter into agreements to development a Cyber Research Institute, are amended to read as follows: Section 1. Legislative Findings. The legislature finds that the issue of securing networked computer systems is of increasing importance. Governments at all levels, including the military, private businesses, and individuals have increasingly become the targets of cyber attacks which range from theft of privileged or proprietary information to destructive efforts to impede or shut down systems which operate key elements of infrastructure, banking and business transactions, or vital functions of government, to name just a few. The increasing demands posed by this threat create a need for research and development in the area of cyber security in an environment which will allow pursuit of EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
