AN  ACT to amend the public authorities law, in relation to establishing
  the nodal metering  initiative  pilot  demonstration  project  by  the
  Northern Westchester Energy Action Consortium

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The public authorities law is amended  by  adding  two  new
sections 1884 and 1885 to read as follows:
  S  1884.  NODAL METERING INITIATIVE PILOT DEMONSTRATION PROJECT. THERE
IS  HEREBY  ESTABLISHED  THE  NODAL  METERING  INITIATIVE  DEMONSTRATION
PROJECT.    THE  PURPOSES  OF THE PROJECT SHALL BE TO SELECT APPROPRIATE
NODAL POINTS ALONG THE  TRANSMISSION  AND  DISTRIBUTION  GRIDS  FOR  THE
INSTALLATION  OF  SMART  METERS  TO  ACCURATELY  MEASURE THE ELECTRICITY
CONSUMPTION WITHIN A COMMUNITY OF THE NORTHERN WESTCHESTER ENERGY ACTION
CONSORTIUM, CARRY OUT TEST AND OPERATION PROCEDURES AND PROVIDE  RESULTS
OF THESE PROCEDURES FOR EVALUATION.
  S  1885.  STATE  OVERSIGHT  AND  FUNDING. THE AUTHORITY SHALL EXERCISE
OVERSIGHT  OVER  THE  NODAL  METERING  INITIATIVE  PILOT   DEMONSTRATION
PROJECT,  ESTABLISHED  IN  SECTION  EIGHTEEN HUNDRED EIGHTY-FOUR OF THIS
ARTICLE AND IS HEREBY AUTHORIZED TO DISBURSE FUNDS TO THE NORTHERN WEST-
CHESTER ENERGY ACTION CONSORTIUM TO  CARRY  OUT  THE  PURPOSES  OF  SUCH
SECTION.
  S  2.  This  act shall take effect on the ninetieth day after it shall
have become a law.
