AN ACT to amend the vehicle and traffic law, in relation to  prohibiting
  the use of certain products which obscure license plates

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The vehicle and traffic law is  amended  by  adding  a  new
section 396-a to read as follows:
  S  396-A.  PHOTO  OBSCURING  PRODUCTS  PROHIBITED. 1. NO MOTOR VEHICLE
LICENSE PLATE SHALL IN ANY WAY BE COVERED OR OBSCURED THROUGH THE USE OF
ANY PRODUCT, DEVICE OR SUBSTANCE WHICH PREVENTS SUCH LICENSE PLATE  FROM
BEING  PHOTOGRAPHED  OR  HAS THE EFFECT OF INHIBITING THE ABILITY OF ANY
TECHNOLOGY TO CAPTURE THE IMAGE OF SUCH LICENSE PLATE.
  2. A VIOLATION OF THE PROVISIONS OF THIS SECTION  SHALL  CONSTITUTE  A
TRAFFIC  INFRACTION  PUNISHABLE  BY  A FINE OF NOT LESS THAN ONE HUNDRED
DOLLARS.
  S 2. This act shall take effect on the thirtieth day  after  it  shall
have become a law.
