BILL NUMBER:S4201 TITLE OF BILL: An act to authorize a certain individual to take the competitive civil service examination and to be placed on the eligible list for appointment as a full-time police officer for the village of Solvay, county of Onondaga SUMMARY OF PROVISIONS: Section 1: Authorizes the State of New York to allow James DiFulio, of the village of Solvay, in the county of Onondaga, exemption from the age requirements of Civil Service Law Section 58, Mr. DiFulio will be eligible to take the civil service examination for the position of full-time patrolman for the village of Solvay, subject to him receiving a qualifying score. Section 2: States that Mr, DiFulio will still be subject to the merit and fitness requirements of the civil service law for full-time police officers. Section 3: Establishes the effective date JUSTIFICATION: The Civil Service Law requires that a full-time competitive police officer be no less than twenty years, and no more than thirty-five years of age. This limits the ability of small municipalities such as Solvay to locate and hire the best full-time

RITCHIE -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to authorize a certain individual to take the competitive civil service examination and to be placed on the eligible list for appoint- ment as a full-time police officer for the village of Solvay, county of Onondaga THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding the provisions of section 58 of the civil service law, or any other law to the contrary, James DiFulio, who has been continuously employed by the village of Solvay, in the county of Onondaga, as a part-time patrolman, shall be eligible to take the competitive civil service examination for the position of police officer and shall, contingent upon his score on such examination, be eligible to be placed on the eligible list for appointment as a full-time patrolman for the village of Solvay. S 2. James DiFulio shall otherwise be subject to the merit and fitness provisions of the civil service law applicable to full-time police offi- cers. S 3. This act shall take effect immediately.
