BILL NUMBER:S4778 TITLE OF BILL: An act to amend the executive law, in relation to statewide disaster preparedness plan and emergency response PURPOSE: This bill establishes an executive statewide plan for natural disaster emergency procedure. It shall allow state and local officials to act cooperatively and efficiently in the event that the state is affected by extreme weather or other such natural disaster. It will also provide the public with a clear, concise, and effective set of guidelines for how to prepare for these types of disasters. SUMMARY OF PROVISIONS: Section 1 provides that the disaster preparedness commission shall develop a comprehensive disaster defense plan that maps out the course of action for all state and local authorities, departments, and agencies in the event that the state experiences a disaster that affects more than one county in the state. Section 2 provides that the commission shall take into consideration the reports and recommendations made by any appropriate task force or commission formed as a result or in response to a specific incident involving a threat, disaster or emergency including, but not limited to, the bipartisan task force on Hurricane Sandy recovery. GOLDEN, LANZA -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Security and Military Affairs AN ACT to amend the executive law, in relation to statewide disaster preparedness plan and emergency response THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Legislative findings and intent. The legislature hereby finds and declares that due to the extreme weather patterns that the state of New York has experienced in recent years, there is a need for improvement of the statewide preparedness plan to better equip locali- ties in assisting citizens. The disaster preparedness commission shall develop a comprehensive disaster defense plan that maps out the course of action for all state and local authorities, departments, and agencies in the event that the state experiences a disaster that affects more than one county in the state. The public needs a more readily available and comprehensive set of instructions for the proper course of action to be taken in the event of emergencies and disasters. S 2. Subdivision 3 of section 22 of the executive law is amended by adding a new paragraph d to read as follows: D. PERIODIC PLAN REVISION. THE ANNUAL REVIEW OF THE PLANS SHALL TAKE INTO CONSIDERATION THE REPORTS AND RECOMMENDATIONS MADE BY ANY APPROPRI- ATE TASK FORCE OR COMMISSION FORMED AS A RESULT OR IN RESPONSE TO A SPECIFIC INCIDENT INVOLVING A THREAT, DISASTER OR EMERGENCY INCLUDING, BUT NOT LIMITED TO, THE BIPARTISAN TASK FORCE ON HURRICANE SANDY RECOV- ERY. THE COMMISSION SHALL WORK WITH THE GOVERNOR, THE LEGISLATURE, COUN- TY, AND MUNICIPAL OFFICIALS TO ENSURE THAT THE PLAN IS SENSITIVE TO THE NEEDS OF THE INDIVIDUAL LOCALITY OR AREA OF THE STATE. S 3.
