BILL NUMBER:S5200 TITLE OF BILL: An act to amend the racing, pari-mutuel wagering and breeding law, in relation to including the city of Syracuse in the capital district off track betting region PURPOSE: This bill would include the city of Syracuse in the capital district off track betting region. SUMMARY OF PROVISIONS: Section 1 - To amend the opening paragraph and paragraphs e and f of subdivision 1 of section 519 of the racing, pari-mutuel wagering and breeding law, paragraph e as amended by chapter 260 of the laws of 1987 and paragraph f as amended by chapter 125 of the laws of 1997. Section 2 - Effective date JUSTIFICATION: The State of NY is currently moving toward allowing the voters to decide whether there should be additional gaming permitted to provide additional revenue sources, especially for the Upstate economy which has not recovered as quickly as other regions. The opening paragraph and paragraphs e and f of subdivision 1 of section 519 of the racing, pari-mutuel wagering and breeding law, paragraph e as amended by chapter 260 of the laws of 1987 and paragraph f as amended by chapter 125 of the laws of 1997, are amended to read as follows: One or more of the following named regions comprised of the counties AND CITIES indicated: e. Capital District: Albany, Clinton, Columbia, Cortland, Essex, Franklin, Fulton, Greene, Hamilton, Herkimer, Madison, Montgomery, Onei- da, Otsego, Rensselaer, Saratoga, Schenectady, Schoharie, St. Lawrence, Warren and Washington counties, AND THE CITY OF SYRACUSE; f. Central: Lewis and Onondaga counties, NOT INCLUDING THE CITY OF SYRACUSE; S 2. This shall take effect immediately. BILL NUMBER:S5200A TITLE OF BILL: An act to amend the racing, pari-mutuel wagering and breeding law, in relation to including the city of Syracuse in the capital district off track betting region PURPOSE: This bill would include the city of Syracuse in the capital district off track betting region. SUMMARY OF PROVISIONS: Section 1 - To amend the opening paragraph and paragraphs e and f of subdivision 1 of section 519 of the racing, pari-mutuel wagering and breeding law, paragraph e as amended by chapter 260 of the laws of 1987 and paragraph f as amended by chapter 125 of the laws of 1997. Section 2 - Effective date JUSTIFICATION: It has been well documented that the City of Syracuse is experiencing severe fiscal difficulty due to the current economy, increased mandates and a shrinking tax base. This bill will provide the City Council with the option to have an OTB operation within the City of Syracuse.
