BILL NUMBER:S6595 TITLE OF BILL: An act to amend the general municipal law, in relation to requiring bids to be published on a designated state website PURPOSE OR GENERAL IDEA OF BILL: To increase the efficiency of the public bidding process and lower costs for schools and local governments by expanding the number of bidders on contracts that require a bidding process. SUMMARY OF SPECIFIC PROVISIONS: Sections 1 and 2 amend subdivision 2 of Section 103 of the General Municipal Law to require political subdivisions to post bids for goods and services on a state website designated by the Office of the State Comptroller in addition to publishing in official newspapers. Section 3 provides the effective date. JUSTIFICATION: School districts and other local governments must competitively bid all purchase contracts of $20,000 or more and all public works contracts of $35,000 or more. In order to help reduce costs for schools and local governments and expand the number of bidders on such contracts, a state designated website would be established where all advertisements for bids would be posted.
