AN ACT to amend section 8 of part CC of chapter 57 of the laws  of  2014
  relating  to  the  "Rockland Bergen Flood Mitigation act" and creating
  the Rockland Bergen Flood Mitigation Task Force, in  relation  to  the
  effectiveness thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 8 of part CC of chapter 57  of  the  laws  of  2014
relating  to the "Rockland Bergen Flood Mitigation act" and creating the
Rockland Bergen Flood Mitigation Task  Force,  is  amended  to  read  as
follows:
  S  8.  This  act  shall take effect upon the enactment into law by the
state of New Jersey of legislation having substantially  similar  effect
with this act, but if the state of New Jersey shall have already enacted
such  legislation,  this  act  shall  take  effect immediately and shall
expire and be deemed repealed [on June 30, 2016] TWO YEARS FOLLOWING THE
DATE OF THE ORGANIZATION OF THE TASK FORCE; provided that  the  Rockland
Bergen  bi-state  river  task  force  shall  notify the legislative bill
drafting commission upon the occurrence of the [enactment of the  legis-
lation] ORGANIZATION OF THE TASK FORCE provided for in this act in order
that  the  legislative bill drafting commission may maintain an accurate
and timely effective data base of the official text of the laws  of  the
state  of New York in furtherance of effecting the provisions of section
44 of the legislative law and section 70-b of the public officers law.
  S 2. This act shall take effect on the  same  date  and  in  the  same
manner  as section 8 of part CC of chapter 57 of the laws of 2014 relat-
ing to the "Rockland Bergen Flood Mitigation act" and creating the Rock-
land Bergen Flood Mitigation Task Force, takes effect; provided that the
amendments to section 8 of part CC of such chapter of the laws  of  2014
made  by section one of this act shall not affect the expiration of such
part and shall expire therewith.
