BILL NUMBER:S1519 TITLE OF BILL: An act to amend chapter 329 of the laws of 2009, amending the family court act and the social services law, relating to removing special powers granted to the society for the prevention of cruelty to children, in relation to altering the period of effectiveness of the provisions thereof PURPOSE: This bill will extend the operations for the Rockland and Erie Counties' Society for the Prevention of Cruelty of Children for three years. SUMMARY OF SPECIFIC PROVISIONS: Section one of the bill amends chapter 325 of the laws of 2014 to extend the expiration of the provisions until August 11, 2017. Section two of the bill sets an immediate effective date. JUSTIFICATION: In 2009, the legislature disbanded all Society for the Prevention of Cruelty of Children (SPCC) organizations in the state except two chapters in Rockland County and Erie County. GALLIVAN -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend chapter 329 of the laws of 2009, amending the family court act and the social services law, relating to removing special powers granted to the society for the prevention of cruelty to chil- dren, in relation to altering the period of effectiveness of the provisions thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Sections 13 and 14 of chapter 329 of the laws of 2009, amending the family court act and the social services law, relating to removing special powers granted to the society for the prevention of cruelty to children, as amended by chapter 325 of the laws of 2014, are amended to read as follows: S 13. Notwithstanding any provision of law to the contrary, the provisions of sections one, two, three, four, five, six, eleven and twelve of this act shall not apply to Erie county. [Prior to August 11, 2019, the legislature shall review the fiscal circumstances which neces- sitated the exemption of Erie county from the provisions of sections one, two, three, four, five, six, eleven and twelve of this act for further action.] S 14. This act shall take effect immediately; provided that the provisions of sections eight, ten and thirteen of this act shall expire August 11, [2019] 2017, when upon such date the provisions of such sections shall be deemed repealed. S 2. This act shall take effect immediately and shall be deemed to have been in full force and effect on the same date as chapter 325 of the laws of 2014 took effect.
