TITLE OF BILL:

An act to establish an interagency council for the purpose of
coordinated planning on issues related to older adults

PURPOSE OR GENERAL IDEA OF BILL:

The purpose of this bill is to improve interagency planning and ensure
coordinated planning across all areas for the support of older adults.

SUMMARY OF SPECIFIC PROVISIONS:

This bill would require the creation of an interagency council
comprised of the Office for the Aging, Department of Health, Office of
Mental Health, Office of Alcoholism and Substance Abuse Services,
Office of Temporary and Disability Assistance, Office for Persons with
Developmental Disabilities, Division of Housing and Community Renewal,
Department of Labor, Department of Financial Services, Department of
Transportation, and the Office of Children and Family Services.

The interagency council would develop a state plan on aging to plan
for the current and future needs of older adults. The plan would focus
on several areas including, but not limited to, health services,
community-based services, housing, workforce issues, kincare, and

mental health and substance abuse services,

JUSTIFICATION:

Older adults fill many roles in a community. They are pedestrians and
drivers, patients, clients, homeowners and renters, investors, bank
account holders, employers and employees, caregivers and care
recipients, and consumers. Seniors interact with various agencies for
different needs including meal delivery, home repair, and
weatherization, personal care services, pharmaceutical coverage,
disease management, long term care information, substance abuse
assistance, and kincare support. It is vital that agencies work
together on an ongoing basis to not only assess current programs and
their ability to meet current needs, but also facilitate planning for
the future.

AN ACT to establish an interagency council for the  purpose  of  coordi-
  nated planning on issues related to older adults

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Aging in New York: State Plan on Aging. 1. There is  hereby
created  an  interagency council for the purpose of coordinated planning
on issues related  to  older  adults.  This  interagency  council  shall
include  the  state  office for the aging, the department of health, the
office of mental health, the office of alcoholism  and  substance  abuse
services,  the office of temporary and disability assistance, the office
for persons with developmental disabilities, the division of housing and
community renewal, the department of labor, the department of  financial
services,  the  department of transportation, and the office of children
and family services.
  2. The interagency council shall develop a state plan  on  aging  that
plans  for  the  current  and  future needs of older adults. Such report
shall assess current programs and  services  across  multiple  agencies,
additional  need,  both current and projected, and encourage interagency
cooperation for planning and improving outcomes. Such plan  shall  focus
on several areas including, but not limited to:
  (a) NYConnects and the No Wrong Door approach;
  (b) Long term care, including funding, options, and insurance;
  (c)  Health  services,  including  pharmaceutical coverage, assistance
with activities of daily living, disease  management,  and  coordination
among medical professionals;
  (d) Transportation;
  (e)  Community-based  services, including adult day services, personal
care, friendly visiting;

  (f) Workforce issues, including older adults working longer,  support-
ing caregivers in the workforce;
  (g)  Kincare,  including  older  adults providing care for young rela-
tives;
  (h) Nutrition, including access to healthy food, meal delivery;
  (i) Housing, including support for older adult  renters,  home  repair
and  weatherization,  access to supportive housing, access to accessible
housing, zoning and planning, and naturally occurring retirement  commu-
nities;
  (j) Elder abuse;
  (k)  Mental  health and substance abuse services, including community-
based options, age appropriate service delivery; and
  (l) Any other topics  that  the  interagency  council  determines  are
important to include.
  3. The plan required pursuant to subdivision two of this section shall
include  a prospective five-year plan. The plan shall be provided to the
governor, the speaker of the assembly, and the  temporary  president  of
the senate. The plan shall be completed by January 1 next succeeding the
effective date of this section and every five years thereafter.
  S 2. This act shall take effect immediately.
