LEGISLATIVE RESOLUTION honoring C.E.O. Thomas L. Hoy upon the occasion
of his retirement after 38 years of distinguished service to the Glens
Falls National Bank and Trust Company

WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of esteemed resi-
dents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
C.E.O. Thomas L. Hoy upon the occasion of his retirement after 38 years
of distinguished service to the Glens Falls National Bank and Trust
Company, to be celebrated on Sunday, December 2, 2012; and
WHEREAS, Born in Bovina Center, New York, Mr. Hoy joined Glens Falls
National Bank in 1974 as a Management Trainee and became President of
Glens Falls National and Trust Company on January 1, 1995; in addition,
he became President of Arrow Financial Corporation in 1996, as well as
its C.E.O. in 1997; and
WHEREAS, Although Thomas Hoy's official retirement date is Monday,
December 31, 2012, he will continue in his role as Chairman of the Board
for both Glens Falls National Bank and Arrow Financial Corporation; and
WHEREAS, A graduate of Cornell University, Thomas Hoy has been active
in various banking organizations, including past President of the Inde-
pendent Bankers Association of New York, past Chairman of the New York
Bankers Association, and past member of the American Bankers Association
Board of Directors; and
WHEREAS, Thomas Hoy currently serves as a member of the Board of
Directors of the Federal Home Loan Bank of New York; he served four
years on active duty in the United States Navy as a Surface Warfare
Officer on various destroyers, and retired after 20 years as a Commander
in the United States Naval Reserve; and
WHEREAS, Extremely active in his community, Thomas Hoy has served on
numerous boards and was a leader in several community fundraising
efforts; he has been recognized for his community service with the J.
Walter Juckett Award from the Adirondack Regional Chambers of Commerce,
the Twin Rivers Council's Good Scout Award and the C.R. Wood Theaters
Charles R. Wood Award; in addition, he has served as Elder, Trustee and
Deacon of the First Presbyterian Church of Glens Falls; and
WHEREAS, With him throughout have been his wife, Sally, their chil-
dren, Adam, Bob and Kate, as well as grandchildren David, Jacob, Jack,
and Garrett, all of whom feel privileged to be a part of his life and
rejoice in his achievements; and
WHEREAS, It is the intent of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor C.E.O. Thomas L. Hoy upon the occasion of his retirement after 38
years of distinguished service to the Glens Falls National Bank and
Trust Company; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Thomas L. Hoy.
