LEGISLATIVE RESOLUTION honoring Bernard C. Dolan, Jr. upon the occasion
of his retirement after 40 years of distinguished service to the Owego-
Apalachin Central School District, Owego, New York

WHEREAS, New York State's commitment to education is unparalleled; its
history and stature are secured by the superlative caliber of its educa-
tional professionals and the students they inspire; and
WHEREAS, It is the sense of this Legislative Body to acknowledge the
significant milestones in the distinguished careers of those outstanding
educational leaders, whose dedication and achievements have been instru-
mental in developing character and academic excellence in the young
people of New York State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Bernard C. Dolan, Jr. upon the occasion of his retirement as Associate
Superintendent of Owego-Apalachin Central School District after 40 years
of love and devotion to the students, faculty, administrators, parents
and community; he will officially retire on June 30, 2013; and
WHEREAS, Bernard C. Dolan, Jr. embarked on his educational career at
Owego-Apalachin Central School District in 1973, after graduating from
Mansfield University; and
WHEREAS, Bernard C. Dolan, Jr. began as a third grade teacher; he then
became a fourth grade teacher, a sixth grade teacher and department
chair, assistant high school principal, high school principal, lead
secondary principal, and director of the secondary schools, all prior to
holding the esteemed position of Associate Superintendent since 2004;
WHEREAS, Known for his commitment to putting young people first in all
his endeavors, Bernard C. Dolan, Jr. initiated numerous opportunities
for student engagement and excellence in the Owego-Apalachin Central
School District including starting the Owego Free Academy School Store
managed by special education students, the Owego Free Academy Pep Band,
Advanced Placement and Tompkins-Cortland Community College courses at
Owego Free Academy, advising the Cribbage and Chess Clubs, and introduc-
ing Japanese as a course of study, as well as taking students to the
Inauguration of United States President Clinton in Washington, D.C.; and
WHEREAS, Furthering this commitment, Bernard C. Dolan, Jr. was the
first educator in the Owego-Apalachin Central School District to incor-
porate inclusion teaching methods in his classroom in 1975; and
WHEREAS, Acknowledging his professionalism, expertise and efforts of
in-depth magnitude, Bernard C. Dolan, Jr. was selected to serve as an
advisor for the New York Adequacy Study: "Determining the Cost of
Providing All Children in New York an Adequate Education" led by Dr. Jay
G. Chambers, Dr. Thomas B. Parrish, Dr. Jesse D. Levin, Dr. James R.
Smith, Dr. James W. Guthrie, Ric C. Seder and Dr. Lori Taylor; he was
also selected to represent the esteemed group by presenting its findings
to the Commissioner of Education and Chancellor of the Board of Regents;
WHEREAS, A skilled athlete and coach, Bernard C. Dolan, Jr. shared
those talents with young athletes in the Owego-Apalachin Central School
District for 14 years, coaching football and track on many levels; his
Owego Free Academy Varsity Football Team was the Division II co-champion
in 1983; and in 1986, the Team won the Division II Championship and
posted an undefeated regular season; and
WHEREAS, Bernard C. Dolan, Jr. was instrumental in helping dozens of
high school athletes participate in Division I collegiate athletics; and

WHEREAS, Over the course of his extraordinary tenure his passion for
helping children was evident in his kindness and gentleness, so much so
that parents would rely on him to deliver very sensitive news to their
own children; and
WHEREAS, Bernard C. Dolan, Jr. has earned the respect and admiration
of his students, colleagues, peers and community for the exceptional
commitment, care and standard of excellence he has brought to the
Owego-Apalachin Central School District and the field of education; and
WHEREAS, Educators like Bernard C. Dolan, Jr. provide a tremendous
service to the future of our State and Nation, inspiring generations of
young people in their educational journeys and ensuring their success in
their future years; and
WHEREAS, With him throughout have been his wife of 38 years, Noreen,
their two sons, Sean and Daniel, two daughters-in-law, Christina and
Katherine, and one granddaughter, Natalie, all of whom feel privileged
to be a part of his life and rejoice in his achievements; and
WHEREAS, Bernard C. Dolan has clearly had an enduring impact on the
youth of the Owego-Apalachin Central School District, as well as on the
community-at-large, and accordingly merits recognition and applause for
his impressive dedication to others; and
WHEREAS, It is the practice of this Legislative Body to commend the
efforts of those individuals whose lifework is to support our proud
tradition of public education, employing their skills and talents for
the benefit of youth and our schools; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Bernard C. Dolan, Jr. upon the occasion of his retirement as Asso-
ciate Superintendent of Owego-Apalachin Central School District, after
40 years of exemplary service in education, and for his significant
contributions to education in New York State; and to wish him continued
success in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Bernard C. Dolan, Jr.
