LEGISLATIVE RESOLUTION honoring Anthony J. Falco upon the occasion of
his retirement and for his many accomplishments on behalf of New York's
mentally ill population

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, It is the sense of this Legislative Body to acknowledge
outstanding individuals whose professional lives, personal endeavors and
community service are an example and inspiration to their colleagues,
friends, and family; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Anthony J. Falco upon the occasion of his retirement and for his many
accomplishments on behalf of New York's mentally ill population; and
WHEREAS, Anthony J. Falco, LCSW, is Director of Planning and Evalu-
ation at Rehabilitation Support Services, Inc. (RSS), New York State's
largest not-for-profit provider of residential, rehabilitation, and
treatment services to persons with serious psychiatric disabilities; and
WHEREAS, As a founding member of RSS in 1979, Anthony J. Falco had
extensive experience in program administration, service design, policy,
and development; and
WHEREAS, Anthony J. Falco conducted numerous program and evaluation
studies and outcome reporting activities; in 1999, he developed and
designed a consumer satisfaction and continuous quality improvement
reporting system currently in use in 160 programs within 16 New York
State agencies; and
WHEREAS, In 2003, Anthony J. Falco assumed responsibility for RSS
development, writing more than 30 successful proposals and grants that
have been awarded to RSS divisions; and
WHEREAS, Anthony J. Falco made presentations to numerous statewide and
international audiences and delivered many in-service training programs
on team building, quality improvement, consumer satisfaction, incident
management, service planning, legal and ethical issues of providing
psychiatric residential care, management strategies, managed care,
single-point-of-access systems, and results-based funding of supported
employment; and
WHEREAS, In addition, Anthony J. Falco has been an active committee
member and has participated in various task forces for the Association
of Community Living and other trade organizations; he was a co-investor
in a four-year housing initiative study sponsored by the Center for
Mental Health Services; and
WHEREAS, Anthony J. Falco currently serves on The College of St. Rose
Social Work Department Advisory Board and is a Board member of St.
Rose's Institute for Community Research and Training; and
WHEREAS, In 2006, Anthony J. Falco completed The Program in Management
Development - Leadership Studies, conducted by the The School of Indus-
trial and Labor Relations of Cornell University; and
WHEREAS, Anthony J. Falco received his M.S.W. degree from the Rocke-
feller College of Public Affairs and Policy, State University of New
York at Albany, where he received a fellowship from the Ringel Institute
of Gerontology; and
WHEREAS, The father of two daughters, Jessica and Theresa, Anthony J.
Falco is the spouse of Gloria Falco; and
WHEREAS, Throughout the entire period of his professional and communi-
ty service, a period of constructive involvement, Anthony J. Falco has

stood constant in dignity, good grace and humor, and has earned the
respect and admiration of his colleagues, family and friends; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Anthony J. Falco has displayed
throughout his life; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Anthony J. Falco upon the occasion of his retirement and for his
many accomplishments on behalf of New York's mentally ill population;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Anthony J. Falco.
